But the administration's final numbers, released Thursday, also expose short- comings, including subpar enrollment among Hispan- ics, the nation's largest mi- nority group and also its least insured. Still, strong state-by-state performance indicates that the health care law is mak- ing inroads around the coun- try, even as Republicans in- sist repealing "Obamacare" will be a winning issue in the fall congressional elections. An Associated Press analy- sis of the government num- bers found that 31 states met or exceeded enrollment tar- gets set by the administra- tion before the insurance ex- changes opened. Twenty of those are led by Republican governors, many of whom were hostile to the program. The Health and Human Services Department said 8 million Americans chose a health plan through the new insurance markets in the first year of the historic health care overhaul. Some 4.8 million more gained cov- erage through Medicaid and children's insurance pro- grams. A surge in enroll- ments since March 1 doubled sign-ups in some states, in- cluding Texas, Georgia and Florida. "There is reason to be op- timistic about what the law can deliver, both in terms of coverage and affordable in- surance options" said Andy Hyman of the nonparti- san Robert Wood Johnson Foundation. "In time, it will become part of the blood- stream of our health care system." Hyman is a senior program officer working to expand coverage. With Republicans vow- ing to make the failures of the law a main theme of their midterm election push, the Obama administration will need to convince the public that it has been a success. A recent administration an- nouncement of the 8 million sign-ups failed to move pub- lic opinion much, with neg- ative views of the law more common than positive ones. But polls also have found that Americans don't want the law repealed, preferring that Congress work to im- prove it instead. Younger and healthier than the U.S. population as a whole, Hispanics had been viewed as crucial to the suc- cess of Obama's coverage ex- pansion. But the final count was disappointing. Hispan- ics account for 14.5 percent of those eligible for cover- age on the new health insur- ance markets, but they rep- resented 10.7 percent of the actual enrollees who also vol- unteered their race or eth- nicity, the government re- ported. Many Hispanics tried to get coverage but hit road- blocks, said Jane Delgado, president of the National Al- liance for Hispanic Health, a nonpartisan advocacy net- work. For some mixed-status families, a fear of immigra- tion authorities may have discouraged enrollment. Immigrants who are in the United States illegally can- not participate in the new health insurance system, but many have eligible rela- tives who are citizens or le- gal residents. "This is only the first step in a long race," Delgado said. "Many people who are unin- sured don't understand the language of insurance. Big media campaigns aren't as effective for actual enroll- ment as the one-on-one ap- proach." The new report didn't in- clude information on how many of the newly enrolled have actually paid their in- surance premiums. With grace periods for enrolling extending into mid-April, many who have signed up weren't obligated to pay un- til this week. A report re- leased Wednesday by House Republicans said 67 percent of people who had signed up through federal market- places had paid their first month's premiums as of April 15, far lower than pay- ment rates reported by some individual insurers, which were more in the range of 85 percent or above. Baldor The Associated Press WASHINGTON Defense Secretary Chuck Hagel said Thursday that sexual assaults are a threat to both women and men in uniform and that the Pentagon must do more to fight a culture that discourages victims from reporting assaults. Reportsofsexualassaults by members of the military rose 50 percent after the Pentagon began a vigorous campaign to get more vic- tims to come forward, ac- cording to the Pentagon's annual report on sexual as- saults, released Thursday. Hagel said he is ordering sixnewinitiatives,including efforts to get more male vic- tims to come forward and a review of alcohol sales and policies. He says the review must address the risks of alcohol being used as a weapon by predators. Final data obtained by The Associated Press show that about 14 percent of the reports filed last year in- volved male victims. Defense officials said Wednesday that encour- aging more men to report sexual assaults is a difficult challenge because male vic- tims often worry that it will make people think they are weak and trigger questions about their sexual orienta- tion. In most cases, how- ever, sexual orientation has nothing to do with the as- sault and it's more an issue of power or abuse. "There is still a misper- ception that this is a wom- en's issue and women's crime," said Nate Gal- breath, the senior execu- tive adviser for the Penta- gon's sexual assault preven- tion office. Hagel called on the mili- tary services to step up ef- forts to encourage troops to intervene in assault sit- uations and work with mil- itary bases and local com- munities to better train bar workers and promote more responsible alcohol sales.
