The Associated Press SAN DIEGO » It took three federal agencies, a fixed- wing aircraft, a Navy war- ship and scores of person- nel to rescue an ill baby girl and her family from their broken down sailboat 900 miles off the Mexican coast. But the San Diego couple will not have to repay the federal government for the dramatic evacuation at sea, the agen - cies said Tuesday. The Navy, Coast Guard and California Air National Guard don't charge for search-and-rescue missions. "We don't want people in trouble at sea to hesitate to call for help for fear they'll be charged for assistance," said Lt. Anna Dixon of the 11th Coast Guard District, which oversaw the opera - tion but did not send vessels or aircraft to the sailboat stranded southwest of Cabo San Lucas, Mexico. She said that helping at sea is a time-honored tra - dition and a requirement of international maritime con- vention. The cost of the total operation is not known yet. C h a rl o t t e a n d E r i c Kaufman, who have drawn criticism for taking their 1-year-old and 3-year-old daughters on a voyage around the world, sent a call for help Thursday when their vessel, the Rebel Heart, lost its steering and communica - tion abilities. Their young- est, Lyra, had also fallen ill, and her diagnosis still is not known. Four California Air Na - tiona l Gua rd members parachuted into the water and swam to their sailboat Thursday night, stabiliz - ing the girl and staying by her side as a Navy warship steamed toward the disabled vessel. The ship picked up the family and crew Sunday and is scheduled to reach San Diego on Wednesday. After boarding the USS Vandeg - rift, Eric Kaufman, who's a Coast Guard-licensed cap- itan, and his wife issued a statement defending their de- cision to sail with their young children. The question of reim- bursement for a rescue op- eration often arises for those seen as putting themselves at risk, said Steve Ellis, a for- mer Coast Guard officer and vice president of the Wash- ington-based nonprofit Tax- payers for Common Sense. "You do recognize there is a potential risk of loss of life if you do require repayment, but then you look at some of these cases and think, 'Gee, what an idiot. They should be paying,'" Ellis said. "I mean in my mind, who takes a 1-year-old sailing? You can't even explain to the kid how to avoid being seasick." In recent years, the de - bate over who should foot the bill of sea rescue opera- tions has extended to cruise liners carrying thousands of people out to sea that needed help after becoming stranded, he added. As the Kaufmans headed across the Pacific, Lyra started showing salmo - nella-like symptoms, said her aunt Sariah English, who was in regular email contact with her sister, Charlotte Kaufman. The baby suffered from vomiting, diarrhea and fever and was not respond - ing to antibiotics. English, who spoke to her sister from the ship, said the baby girl's fever is gone and she has become a healthy, happy baby again with new medication. The family lived on their sailboat for seven years before the rescue crews sank it Sunday at sea. The Kaufmans said they were well-prepared for the jour - ney but faced unfortunate circumstances. ANSwErS frOM SAturDAy puzzlES The Associated Press MIlwAuKEE » A virus never before seen in the U.S. has killed millions of baby pigs in less than a year, and with little known about how it spreads or how to stop it, it's threatening pork production and pushing up prices by 10 percent or more. Scientists think porcine epidemic diarrhea, which does not infect humans or other animals, came from China, but they don't know how it got into the country or spread to 27 states since last May. The federal gov - ernment is looking into how such viruses might spread, while the pork industry, wary of future outbreaks, has committed $1.7 million to research the disease. The U.S. is both a top producer and exporter of pork, but production could decline about 7 percent this year compared to last — the biggest drop in more than 30 years, according to a re - cent report from Rabobank, which focuses on the food, beverage and agribusiness industries. Already, prices have shot up: A pound of bacon aver - aged $5.46 in February, 13 percent more than a year ago, according to the U.S. Bureau of Labor Statis - tics. Ham and chops have gone up too, although not as much. Farmer and longtime veterinarian Craig Rowles did all he could to prevent PED from spreading to his farm in Iowa, the nation's to p po rk p ro du ce r a nd th e state hardest hit by the dis - ease. He trained workers to spot symptoms, had them shower and change cloth- ing before entering barns and limited deliveries and visitors. Despite his best efforts, the deadly diarrhea at - tacked in November, killing 13,000 animals in a matter of weeks, most of them less than 2 weeks old. The farm produces about 150,000 pigs each year. Estimates of how many pigs have died in the past year vary, ranging from at least 2.7 million to more than 6 million. The U.S. De - partment of Agriculture says the die-off has had a hand in shrinking the na- tion's pig herd by 3 percent to about 63 million pigs. Diarrhea affects pigs like people: Symptoms that are uncomfortable in adults become life-threatening in newborns that dehydrate quickly. The best chance at saving young pigs is to wean them and then pump them with clear fluids that hydrate them without tax - ing their intestines.
