The country that suffers some of the world's most powerful quakes has strict building codes, mandatory evacuations and emergency preparedness that sets a global example. But Chileans weren't sat - isfied Wednesday, finding much room for improve- ment. And experts warn that a "seismic gap" has left northern Chile overdue for a far bigger quake. Authorities on Wednes - day discovered just six re- ported deaths from the pre- vious night's quake. It's pos- sible that other people were killed in older structures made of adobe in remote communities that weren't immediately accessible, but it's still a very low toll for such a powerful shift in the undersea fault that runs along South America's Pa - cific coast. About 2,500 homes were damaged in Alto Hospi- cio, a poor neighborhood in the hills above Iquique, a city of nearly 200,000 peo- ple whose coastal residents joined a mandatory evacua- tion ahead of a small tsunami Tuesday night. Iquique's fishermen returned to find the aftermath: sunken and damaged boats that could cost millions of dollars to re - pair and replace. Still, as President Mi- chelle Bachelet deployed hundreds of anti-riot police and soldiers to prevent loot- ing and round up escaped prisoners, it was clear that the loss of life and property could have been much worse. "It has shown us that we have all worked united and in keeping with the plan," she said. The shaking that began at 8:46 p.m. Tuesday also touched off landslides that blocked roads, knocked out power for thousands, closed regional airports and started fires that de - stroyed several businesses. Some homes made of adobe also were destroyed in Ar- ica, another city close to the quake's offshore epicenter. Shaky cellphone videos taken by people eating din - ner show light fixtures sway- ing, furniture shaking and people running to safety, pulling their children un- der restaurant tables, run- ning for exits and shouting to turn off natural gas con- nections. "Stay calm, stay calm! My daughter, stay calm! No, stay calm, be careful, cover yourself," said Vladimir Ale - jandro Alvarado Lopez as he recorded himself pushing his family under a table. "Shut the gas ... It's still shaking. Let's go," he said as he then hustled them outside. The mandatory evacu - ation lasted for 10 hours in Iquique and Arica, the cit- ies closest to the epicenter, keeping thousands of peo- ple from returning home to low-lying areas all night. The order to leave was spread through cellphone text mes- sages and Twitter, and rein- forced by blaring sirens in neighborhoods where peo- ple regularly practice earth- quake drills. But the system has its shortcomings: the govern- ment has yet to install tsu- nami warning sirens in parts of Arica, leaving au- thorities to shout orders by megaphone. And fewer than 15 percent of Chileans have downloaded the smartphone application that can alert them to evacuation orders. Alberto Maturana, the former director of Chile's Emergency Office, said Chil - eans were lucky the quake hadn't caught them in the middle of the day when par- ents and children are sepa- rated, or in the middle of the night. And he was highly criti- cal of the government's re- sponse, citing the need for better access to roads, trans- portation, health care, coor- dination and supplies. Bachelet, who just re- turned to the presidency three weeks ago, had no margin for error. The last time she presided over a ma - jor quake, days before the end of her 2006-10 term, her emergency preparedness of- fice prematurely waved off a tsunami danger. Most of the 500 dead from that magni- tude-8.8 tremor survived the shaking, only to be caught in killer waves. Associated Press HoUStoN » A federal judge on Wednesday halted two executions in Texas, declar- ing that the state's prison system must disclose to de- fense attorneys more infor- mation about the supplier of a new batch of lethal-injec- tion drugs. U.S. District Judge Van- essa Gilmore issued a tem- porary injunction halting the executions of Tommy Lynn Sells, a convicted se- rial killer who was set to die Thursday, and Ramiro Her- nandez-Llanas, another in- mate scheduled to die next week. Texas officials have in- sisted the identity of the drug supplier must be kept secret to protect the com- pany from threats of vio- lence and that the stock of the sedative pentobarbital falls within the acceptable ranges of potency. Defense attorneys say they must have the name of the supplier so they can ver - ify the quality of the drug and spare condemned in- mates from unconstitutional pain and suffering. Gilmore ordered the Texas Department of Crim - inal Justice to provide de- fense attorneys with infor- mation about the supplier and how the drug was tested. Law yers for the state planned to appeal. Last month, the U.S. Supreme Court rejected similar ar - guments about execution se- crecy in a Missouri case, and the condemned prisoner was put to death. Gilmore's ruling "honors the importance of transpar - ency in the execution pro- cess," said Maurie Levin, an attorney for the inmates. "And the order makes it clear this last-minute litiga - tion and stays of execution would not be necessary if (the prison agency) had not ignored the rule of law and tried to shield this informa - tion from the public and the light of day." Texas prisons spokes- man Robert Hurst said the agency had no comment be- cause the matter was still pending in court. Since obtaining a new supply of pentobarbital two weeks ago, the Department of Criminal Justice had cited unspecified security con - cerns in refusing to disclose the source and other details about the sedative it plans to use to put inmates to death. "As a result, the state's se - crecy regarding the product to be used for lethal injection has precluded (the inmates and their attorneys) from evaluating or challenging the constitutionality of the method of execution," Gilm - ore wrote in a five-page opin- ion. Q uestions about the source of drugs used to carry out lethal injections have arisen in several states in recent months as numer - ous drugmakers — particu- larly in Europe.
