By Maryclaire Dale The Associated Press PHILADELPHIA » A former police officer who was shot in the face and later sat next to the first lady while being honored at a presidential address is too dangerous to leave prison to await a rape trial, a judge said Tuesday. Richard DeCoatsworth is charged with sexually as - saulting two prostitutes at gunpoint last year and forc- ing them to take drugs. He withdrew a plea to reduced charges Tuesday, telling the judge he wants to clear his name. "I'd like an opportunity to prove my innocence," De - Coatsworth said in court. "If I were a guilty man, the of- fer the commonwealth pre- sented would be a good one." DeCoatsworth, 28, has ex- perienced a long slide since he was shot pursuing a sus- pect in 2007. A defense law- yer said he became addicted to painkillers after the shoot- ing and resulting surgeries. "The shot to the face changed his life forever. It really altered him," lawyer A. Charles Peruto said. "He had his face reconstructed. The pain has been immea - surable." DeCoatsworth, who has a short beard covering much of the scarring below his mouth, faces decades in prison if convicted of the most serious charges at trial in November. He was likely to leave prison with time served, about 10 months, had he gone through with the plea. DeCoatsworth sat next to first lady Michelle Obama at the State of the Union ad - dress in 2009, when he was honored for his heroics the day of the shooting. Common Pleas Judge Charles Erlich denied his re - quest for bail Tuesday, call- ing him a danger to the com- munity. "I don't know what caused certain things to happen in Mr. DeCoatsworth's life," said the judge, who noted that drug use and psycho - logical issues were refer- enced in court files. The files, including grand jury testimony, allege that DeCoatsworth had threat - ened people and said he could kill them with "de facto immunity" because of his police connections, the judge said. Pol ice Com m is sioner Charles Ramsey has said he may have let DeCoatsworth return too soon after the shooting. DeCoatsworth, battling addiction, left the police force on disability in 2011, his lawyer said. He had been the subject of at least one civil rights lawsuit, filed by Co - lumbia University hip-hop scholar Marc Lamont Hill over a traffic stop. The suit appears to have been settled, according to federal court records. By Luis Andres Henao The Associated Press sANtIAGO, CHILE » A pow- erful magnitude-8.2 earth- quake struck off Chile's northern coast Tuesday night, causing landslides that blocked roads and set - ting off a small tsunami that forced an evacuation of coastal areas, but the re- gion apparently escaped major damage and casual- ties. In the city of Arica, 86 miles from the quake's epi- center, minor injuries were reported and some homes made of adobe were de- stroyed, officials said. The quake shook modern build- ings in nearby Peru and in Bolivia's high altitude capi- tal of La Paz. The U.S. Geological Sur- vey said the quake struck 61 miles northwest of the Chil- ean city of Iquique at 8:46 p.m., hitting a region that has been rocked by numer- ous quakes over the past two weeks. Psychiatrist Ricardo Yevenes said he was with a patient in Arica when the quake hit. "It quickly began to move the entire office, things were falling," he told local television. "Almost the whole city is in darkness." The quake was so strong that the shaking experi - enced in Bolivia's capital about 290 miles away was the equivalent of a 4.5-mag- nitude tremor, authorities there said. At least 10 strong after- shocks followed in the first few hours, including a 6.2 tremor. More aftershocks and even a larger quake could not be ruled out, said seismologist Mario Pardo at the University of Chile. Some roads in northern Chile were blocked by land - slides, causing traffic jams among people leaving the coast. But coastal residents remained calm as they head inland while waves measur - ing almost 6½ feet struck their cities. Evacuations also were ordered in Peru, where waves 6½ feet above nor - mal forced about 200 peo- ple to leave Boca del Rio. But there were no injuries or major damage. tsuNAMI fEArs Magnitude-8.2 quake strikes Chile By Zachary r. Dowdy Newsday MELVILLE, N.Y. » Seventeen- year-old Kwasi Enin of Shir- ley, N.Y., took a shot at — and won — what amounts to an academic royal flush: He ap- plied to and was accepted at all eight Ivy League schools. But the William Floyd High School senior said he never thought he'd land slots in the class of 2018 at Brown, Columbia, Cornell, Dartmouth, Harvard, Princ - eton, the University of Penn- sylvania and Yale. He hasn't decided where he'll attend, but would cross Long Island Sound to attend Yale in New Haven, Conn., depending on the financial aid package of - fered. Kwasi said he thought he'd just give it the old college try and "maybe two or three of them" would bite, he said. The eight Ivy League col - leges are among the nation's most selective institutions of higher education. As an ex- ample of what Kwasi accom- plished, Harvard has one of the lowest acceptance rates in the country at just 5.9 per- cent for the fall of 2014. He has an SAT score of 2,250 out of 2,400, which places him in the 99th per - centile for all students tak- ing the exam.
