Are you unclear about laws and restrictions related to driving? The California Department of Motor Vehicles has answers. “Save Time by Going Online,” at www.dmv.ca.gov. Q: Are there exceptions to the restrictions that minors must fol- low when they hold a provisional license? A: The law makes the follow- ing exceptions when reasonable transportation is not available and it is necessary for a minor to drive. For all exceptions, a signed note must be kept in the minor’s pos- session at all times explaining the necessity and the date it will end. • Medical necessity when there are no other reasonable forms of transportation. Does the DMV have a guide for parents? A: Yes! By logging on to the DMV Web site at www.dmv.ca.gov, you can click on the Publications tab followed by the More DMV Publications option and then choose the Parent- Teen Training Guide 2008 option from the drop-down menu. This handbook will help you begin dri- ving practice with your daughter, but remember; only hours of prac- tice will make your child a good driver. Also, take a look at the DMV’s teen section by going to http://www.dmv.ca.gov/teenweb/ and DMV’s YouTube Channel at youtube.com/californiadmv. There you will find videos, the interactive DMV Treasure Hunt game, a sample driver test and more which will help teach your daughter how to drive in a fun way! Q: I am a librarian and am interested in receiving the most current DMV handbooks to make available to our customers. Do I need to go online or is there a phone number that I need to call to order these materials? A: It’s easy to request hand- books from the DMV. All you need to do is submit a written request to: Department of Motor Vehicles, Materials Management, 4201 Sierra Point Drive, Ste. 112, Sacramento, CA 95834 Or, fax a request on company letterhead to the DMV Warehouse at (916) 928-7900. While you wait, or if you have customers that would prefer to review DMV handbooks online, just log on to the DMV Web site at www.dmv.ca.gov. It’s fast, easy and convenient! Q: My car is due for its regis- tration renewal in two weeks. However, I haven’t received my registration renewal notice. I am worried about acquiring late fees or missing my registration due date. How can I ensure my regis- tration is renewed on time? A: Not to worry, you can still renew your registration on time! Please call 1-800-777-0133. You’ll be able to find out what fees are due, what documents are required, and what payment options you have. To ensure that you receive your registration renewal on time in the future, please visit www.dmv.ca.gov to update the address at which your vehicle is registered. You can do this online as long as you have your VIN number and current registration information available. Save time, go online! Q: My daughter just received her driver license last week, but she’s not quite sure what restric- tions apply to a newly issued dri- ver license. Where can we find rules and restrictions that apply to new drivers so that we can make sure she follows them properly? A: It’s great that your daughter is aware of the importance of these provisional restrictions to keep her and other drivers on the road safe. When a provisional dri- ver license is issued, the following restrictions apply: • For the first 12 months, she may not drive between the hours of 11:00 p.m. and 5:00 a.m. unless she has a licensed parent, guardian, or other adult over the age of 25 in the vehicle with her. • For the first 12 months, she may not transport any passenger (even family) under the age of 20 unless she has a licensed parent, guardian, or other adult over the age of 25 in the vehicle with her. • She may drive alone between the hours of 5 a.m. and 11 p.m. To read about exceptions to these restrictions or learn more about the provisional driver license and other laws for teens, please visit http://www.dmv.ca.gov/teen- web/dl_btn2/dl.htm. Q: I would like to buy a car from my coworker, but I am not sure what the process is to buy a vehicle through a private party. What paper work is involved, what should I expect to receive from the current owner, and what do I need to know as a buyer? A: You are wise to plan ahead and learn about this process before you commit. The most important thing to know is that you must transfer ownership of the vehicle within 10 days of the purchase. The transaction can be handled by mail or in a DMV field office. To do this visit www.dmv.ca.gov to obtain the proper mailing instructions or schedule an appointment online. The following items are required to transfer ownership: • A properly endorsed title, (also known as a “pink slip,” which the previous owner must provide to you). • The odometer mileage if the vehicle is less than 10 years old. • A smog certification, which the previous owner must provide to you. Also plan to pay a use tax fee based on your purchase price and a transfer fee of $15. Penalties will be assessed if these are not paid within 30 days of the sale date.
