The county got a taste of what's in store Tuesday and Wednesday when the first of four storm sys - tems moved through. At Red Bluff Municipal Airport 0.38 inches of precipitation was re- corded over the two-day span. National Weather Service me- teorologist Drew Peterson said three more systems are sched- uled to move through the area in the coming days after the ridge of high pressure over the Pacific Ocean, which had caused the dry winter, had finally broken up. Peterson said the weather being forecasted was in line with a typi - cal spring, where there can be dra- matic changes between winter or summer-like weather. The next system should arrive in the next couple of days, with 100 percent change of rain being fore - casted for Saturday. Water levels Despite the four systems the coming rain isn't likely to put much of a dent in California's drought problems. As of Tuesday morning Red Bluff had received 10.18 inches of precipitation in the weather sea - son, less than half of the 20.82-inch average of a normal season. The state's weekly drought brief said this week that it would take heavy rain and snow to fall throughout California most days in April to reach the average an - nual levels, a scenario described as "highly unlikely." Even if such precipitation did fall in the coming weeks, Califor - nia would remain in drought condi- tions because of the low water sup- plies in reservoirs from the previ- ous two years. Shasta Lake and Lake Oroville are both at 46 percent capacity. The most recent update of the snowpack survey showed the state's snowpack is at 24 percent of normal levels. County Clerk and Recorder Bev Ross confirmed the building was reopened shortly after noon. A manila envelope with no visible markings was found by a county employee around 7:30 a.m. as he unlocked doors to the facility, said Tehama County Sheriff's Lt. Yvette Borden. The envelope was found to contain only legal documents. The department evacuated a 300-foot radius around the main court house building that included the court house annex, which houses the Clerk and Recorders office and other county offices, Borden said. The Tehama County Jail falls outside the evacuation radius and was not impacted. The Shasta County Bomb Squad was dispatched around 8 a.m. to respond to the scene. That unit was expected to x-ray the envelope before the department decided its next step, Borden said. Some court proceedings for Wednesday were moved to departments not impacted by the evacuation. Eric Wayne Gillispie, 51, was found next to his car at about 8 p.m. Monday in the Bowman area, Hencratt said Wednesday. Sheriff's deputies had been look - ing for the car because one of Gil- lispie's family members had re- ported him missing. Hencratt said the death appears to be a suicide but declined to release additional details about the circumstances. Toxicology tests are pending and the results are not expected for several weeks. Gillispie, whose name has also appeared as Gil - lespie in property listings and bankruptcy records, might have lived previously in Cottonwood, near where his body was found.
