In addi- tion, each subcontractor shall possess a valid, current contrac- tor's license for their classifica- tion prior to commencement of their work on the project. Pursuant to the provisions of Section 20103.5 of the Public Contract Code, an out-of-state contractor to whom a contract is awarded on a project involv- ing federal funds shall likewise be required to obtain and pos- sess, on or before the date of the award, a valid, current con- tractor's license of the classifi- cation required for the project. The contractor and any subcon- tractor who is unlicensed shall be subject to all legal penalties imposed by law, including but not limited to, any appropriate disciplinary action by the Con- tractors' State License Board.
