The park's group camp- ground at Dry Creek will open on May 1. "We are excited to open all backcountry sites as well as the group campground at Dry Creek for the season," said acting park Super- intendent Tom Garcia. "Many of the sites contain new amenities that will enhance the camping experi- ence for park visitors." Whiskeytown has six primitive campgrounds with a total of 20 sites, many just steps away from a stream, such as those at Peltier Bridge, Sheep Camp, Brandy Creek and Crystal Creek. They are consid- ered primitive because they do not offer running water or flush toilets. However, most sites were recent- ly upgraded and include these amenities: a picnic table, tent pad, bear-proof storage locker and garbage cans, a fire pit with a bar- becue grill and a permanent vault toilet. Vehicles can be parked close to each site so that it is easy to unload camping equipment. Primitive sites are issued on a first-come, first-serve basis and per- mits must be purchased at the Whiskeytown visitor center for $10 per night per site. A 50 percent dis- count is available for holders of the Senior or Access passes. All vehi- cles must display valid park entrance passes as well. The reopening of reservations on March 1 for Dry Creek Group Campground is highly anticipated by numerous families who have held reunions there for as many as twenty years or more. Reservations can be made by calling 1-877-444- 6777 or going to the website www.recreation.gov. The available dates for Dry Creek will be May 1 through Oct. 31. There are two sites at Dry Creek which hold up to 50 persons per site and cost $75 per night. I was wonder- ing what forms and/or steps are to be followed now. I went ahead and filled out the online Affi- davit of Non-Use Form. Is there something else that we need to do? A. Customers should file a Change of Address and send a letter to DMV (or use a Statement of Facts-REG 256) with: • Provide the vehicle description – make, year model, California plate number and vehicle identi- fication number. • Stating the vehicle was removed from the State and where it was taken. • Provide date (MM/DD/CCYY) the vehicle left the State. Once received, a status can be updated to the vehi- cle record so that billing notices are not issued and prevents collection activity when the vehicle registra- tion expires. The Affidavit of Non-Use is only for reporting cancellation of vehicle insurance. The premium tax credit The premium tax credit can help make purchasing health insurance coverage more affordable for people with moderate incomes. To be eligible for the credit, you generally need to satisfy three rules. First, you need to get your health insurance coverage through the Health Insurance Marketplace. The open enrollment period to purchase health insurance cover- age for 2014 through the Health Insurance Marketplace runs from Oct. 1, 2013 through March 31. Second, you need to have household income between one and four times the federal poverty line. For a family of four for tax year 2014, that means income from $23,550 to $94,200. Third, you can't be eligible for other coverage, such as Medicare, Medicaid, or sufficiently generous employer-sponsored coverage. If a Marketplace determines that you're likely to qualify for the tax credit at the time you enroll, you have two choices: You can choose to have some or all of the estimated credit paid in advance directly to your insurance company to lower what you pay out-of-pock- et for your monthly premiums during 2014. Or, you can wait to get all of the credit when you file your 2014 tax return in 2015. If you wait to get the credit, it will either increase your refund or lower your balance due. If you choose to receive the credit in advance, changes in your income or family size will affect the credit that you are eligible to receive. If the credit on your tax return you file in 2015 does not match the amount you have received in advance, you will have to repay any excess advance payment, or you may get a larger refund if you are entitled to more. It is impor- tant to tell your Marketplace about changes in your income or family size as they happen during 2014 because these changes will affect the amount of your credit. Lassen seeks comments on OHV grants The Lassen National Forest once again has an oppor- tunity to submit grant applications to the California State Off-Highway Motor Vehicle Recreation Division (OHMVR) for consideration for funding in support of the Forest's on-going Off-Highway Vehicle (OHV) program. The OHMVR Division is currently soliciting pro- posals for the 2014 grant cycle, and the Lassen Nation- al Forest is considering one project for submission. The project would assist with OHV area patrols and law enforcement. Preliminary applications for the 2014 projects will be made available for review and comment on the OHMVR Division's website at http://ohv.parks.ca.gov/ beginning March 3. A link to that website is available from the Lassen National Forest website at http://www.fs.usda.gov/lassen. In addition to the OHMVR Division's website, pub- lic comments regarding the proposed project may be submitted in writing to Duane Jackson, Patrol Captain, Lassen National Forest, 2550 Riverside Drive, Susanville, CA 96130, or emailed to dajackson@fs.fed.us by April 1.
