At least 37 people died in fighting and in an explosion at an ammuni- tions depot in Libya’s rebellious east. The bloodshed sig- naled an escalation in efforts by both sides to break the deadlock that has gripped Libya’s 18- day upheaval, which has lasted longer than the Egyptian revolt that led to the ouster of President Hosni Mubarak and inspired a wave of protests across the region. So far, Gadhafi has had little success in tak- ing back territory, with several rebel cities repelling assaults and the entire eastern half of the country under rebel con- trol. But the opposition forces have seemed unable to go on the offen- sive to march on pro- Gadhafi areas. Meanwhile, in Tripoli — Gadhafi’s most impor- tant bastion — his loyal- ists have waged a cam- paign of terror to ensure that protesters do not rise up in significant num- bers. Friday’s assault on the rebel city of Zawiya, about 30 miles (50 kilo- meters) west of Tripoli, appeared to be the strongest yet by Gad- hafi’s forces after repeat- ed earlier forays against it were beaten back. Boehner said he was marriage WASHINGTON (AP) — House Speaker John Boehner said Friday the House may go to court to defend the federal law against gay marriage, which President Barack Obama’s administration has concluded is uncon- stitutional. Boehner said he would convene a group of bipar- tisan congressional lead- ers that has the authority to instruct the House counsel to represent the chamber in court. The panel would include Boehner, Majority Leader Eric Cantor, R-Va.; Majority Whip Kevin McCarthy, R-Calif.; Minority Leader Nancy Pelosi D-Calif., and Minority Whip Steny Hoyer, D-Md. ‘‘The constitutionality of this law should be determined by the courts — not by the president unilaterally,’’ the Ohio Republican said in a state- ment. ‘‘This action by the House will ensure the matter is addressed in a manner consistent with our Constitution.’’ The Obama adminis- tration last month announced it would no longer defend the consti- tutionality of the federal law that bans recognition of gay marriage. Attorney General Eric Holder said the section of the 1996 law defining marriage as a union between a man and a woman is unconstitu- tional. Said Obama: ‘‘I am not willing to give up on any school in Ameri- ca.’’ Obama’s stop at an improving high school offered the bipartisan imagery he intended: the president on stage and in step with Jeb Bush, the popular ex-governor of Florida. Tucson shootings suspect indicted PHOENIX (AP) — Fed- eral prosecutors on Friday announced new charges against the suspect in the attempted assassination of Rep. Gabrielle Giffords, accusing him of killing six people and wounding 13 others who were exercising the fundamental American ‘‘right to meet freely, open- ly and peaceably with their member of Congress.’’ U.S. Attorney Dennis Burke called the 49-count indictment returned Thurs- day against Jared Lee Loughner ‘‘comprehensive and is solid, and covers all the murdered and injured victims’’ who were at the political event held by Gif- fords outside a Tucson gro- cery store. ‘‘There are no distinc- tions at all between the vic- tims,’’ Burke said, adding that they ‘‘were exercising one of the most precious and fundamental rights of American citizens.’’ The indictment charged Loughner in the murders of U.S. District Judge John Roll and Giffords aide Gabe Zimmerman. Ohio gov: GOP-led House to pass union bill COLUMBUS, Ohio (AP) — Gov. John Kasich said Friday that he antici- pates the Legislature will pass a tough bill restricting union activity by public workers in Ohio and that he’ll sign it into law with lit- tle fanfare, out of respect for the raw emotions surround- ing the bill. The measure — which still has to go through the GOP-led House — would limit the bargaining rights of roughly 350,000 teach- ers, firefighters, police offi- cers and other public employees. They wouldn’t be able to negotiate health care benefits or certain other working conditions. ‘‘The day we sign it, it’s not going to be some — you know, I don’t anticipate some big deal because this is hard for people,’’ Kasich told reporters at a separate bill-signing event. ‘‘And anything that’s hard, I want to be respectful of other people’s feelings, their thoughts and their emo- tions.’’ Unlike with similar leg- islation being debated in Wisconsin, Republicans in Ohio managed to move the bill quickly through the state Senate. Employers add the most jobs in a year WASHINGTON (AP) — Companies added more workers in February than in any month in almost a year — a turning point for the economy that finally pushed the unemployment rate below 9 percent. Economists say the stronger hiring should endure all year. The 222,000 jobs the private sector created more than offset layoffs by financially squeezed state and local govern- ments. They slashed 30,000 jobs, the most since November. The unemployment rate sank to 8.9 percent, the lowest since April 2009. The rate has now fallen almost a full per- centage point in just three months — the sharpest drop in a generation.
