(AP) — A Facebook and Skype scammer used the name and photo of a high-ranking Vermont National Guard gener- al to steal $3,000 from a Canadian woman in what’s believed to be one of a number of frauds that exploit the authority of the military. The Toronto woman made two wire transfers to London, believing she was helping Maj. Gen. Michael Dubie pay for a shipment of money to Canada after a tour in Iraq. At least two other women, in Taiwan and Germany, have respond- ed to pleas from someone they believed to be Dubie, the guard said. In October, a Skype user claiming to be Dubie asked the Toronto woman to be friends, she said Tuesday, asking that her name not be used because she fears for the safety of her fam- ily. “I was kind of in awe of the whole thing, that someone like that was contacting me,” she said. “I wanted to help someone like that who is an honest, trustworthy person.” The person claiming to be Dubie refused to talk on the phone or video chat. Wis. GOP poised to cut worker rights in budget MADISON, Wis. (AP) — Wisconsin is poised to strip collective bargaining rights from most of the state’s 175,000 public employees in the boldest step by a new Republican governor and Legislature to solve budget problems by confronting organized labor. The state Senate and Assembly are expected to vote as soon as Thursday on Gov. Scott Walker’s plan to end collective bargaining for all state, county and local workers except for police, firefighters and the state patrol. More than 10,000 public employees workers staged demonstrations at the state Capitol Tues- day to protest the measure, banging on drums and screaming “Save our state!” and “Kill the bill!,” and a parade of witnesses testified before lawmakers about the impact on middle-class families. But legislative leaders said Walker now has enough support in both chambers to approve the measure, which he said is necessary to address a projected $3.6 billion budget deficit. “We’re broke and we don’t want to lay off almost 20,000 people,” said Senate President Mike Ellis, a Republican, who added, “They’ve got the votes to pass it.” Panel: FBI overstated science in anthrax probe HAGERSTOWN, Md. (AP) — Federal investigators overstated the scientific case against the late Army researcher blamed for the 2001 anthrax attacks that killed five peo- ple, but the evidence is also consistent with the government’s finding that Bruce Ivins was behind the mailings, a panel of scientists said Tuesday. The National Research Council committee held a briefing in Washington on its 170-page report, which examines the novel microbial forensic techniques used by the FBI to deter- mine that Ivins, a researcher at Maryland’s Fort Detrick, acted alone in making and sending the powdered spores. The panel that conducted the 18-month review faulted government assertions that the mailer must have had a high level of technical skill and that the parent material of the anthrax strain used in the attacks had to have come from a flask that Ivins alone maintained. ‘‘We find the scientific evidence to be con- sistent with their conclusions but not as defini- tive as stated,’’ said Lehigh University President Alice P. Gast, who chaired the 16-member panel. The FBI said in a written statement that its conclusions were based on a traditional investi- gation as well as scientific findings. Norbu was alone on a dark coastal highway Monday when was struck and killed by an SUV. He was headed south in the same direction as traffic, following a white line along the side of the road, according to the Highway Patrol. The impact crum- pled the vehicle’s hood and shattered the front windshield. Authorities said it appeared to be an accident and the driver, 31-year-old Keith R. O’Dell of Palm Coast, swerved but couldn’t avoid Norbu. The Highway Patrol was still investigating, but didn’t expect any charges. O’Dell and his 5-year-old son were not hurt. Norbu, 45, had completed at least 21 walks and bike rides, logging more than 7,800 miles in the U.S. and overseas to support freedom for Tibet and highlight the suffering of its people. He completed his most recent 300-mile trek in December in Tai- wan. 1 US immigration agent dead, 1 injured in Mexico MEXICO CITY (AP) — A U.S. Immigration and Customs Enforcement agent was killed and another wounded in the line of duty Tuesday while driving through northern Mexico, according to the U.S. government. One agent was critically wounded in this attack and died from his injuries. The second agent was shot in the arm and leg and remains in stable con- dition, Homeland Security Secretary Janet Napoli- tano said in a statement. ‘‘I’m deeply saddened by the news that earlier today, two U.S. Immigration and Customs Enforcement (ICE) special agents assigned to the ICE Attache office in Mexico City were shot in the line of duty while driving between Mexico City and Monterrey by unknown assailants,’’ she said. U.S. and Mexican officials said they were work- ing closely together to investigate the shooting and find those responsible. Iowa gov. earns salary plus pension IOWA CITY, Iowa (AP) — Iowa Gov. Terry Branstad is collecting both a $130,000 salary as governor and a state pension worth more than $50,000 per year for earlier service — a legal prac- tice, but one critics say is hypocritical given the governor’s plans to slash public spending and his calls for shared sacrifice. Branstad has been receiving pension payments that reflect his prior 26-year tenure as governor, lieutenant governor and state lawmaker since he was sworn in for a fifth term last month following a 12-year hiatus from state service, spokesman Tim Albrecht said Tuesday. The Republican’s salary will not reduce his retirement benefits, unlike other retired state workers under age 65 who return to ser- vice, because of a provision he signed into law as governor in 1992 that exempts retirees who return as elected officials from pension cuts. Albrecht said Branstad “made a significant per- sonal sacrifice” by stepping down as president of Des Moines University to run for governor. The university position paid $357,000 in 2008, accord- ing to the school’s most recent tax filing. Albrecht said Branstad did not earn a salary in 2010 and paid for his own health insurance as he campaigned across the state. As for his decision to keep his pension, Albrecht said: “If somebody earns that income, they are enti- tled to it.” Critics concede that point. But a spokesman for the Democratic Party of Iowa and one top labor leader said Branstad is disingenuous for “double- dipping” as he moves forward with plans to lay off up to 1,500 employees, take away wage increases negotiated by his predecessor, and end universal preschool. (AP) — The Arizona college that Jared Loughn- er attended was on alert and concerned he would return to the Tucson campus a week before a Jan. 8 shooting spree that killed six and wounded 13, including a congresswoman, according to e-mail mes- sages. The Arizona Republic, under the state’s public records law, obtained a series of e-mails from December showing Pima Commu- nity College police planned to distribute Loughner’s picture to staff members and instruct night officers to watch for the former student. ‘‘I will have a photo of Jared copied and given to the swing shift crew and have them conduct more frequent checks of the Northwest Campus,’’ wrote Manny Amado, college police commander, in a Dec. 28 e-mail, the Republic reported.
