10A – Daily News – Friday, February 11, 2011 WORLD BRIEFING Mubarak refuses to step down CAIRO (AP) — Egypt's Hosni Mubarak refused to step down or leave the country and instead handed his powers to his vice president Thursday, remaining president and ensuring regime control over the reform process. Stunned protesters in central Cairo who demand his ouster waved their shoes in con- tempt and shouted, "Leave, leave, leave." The rapidly moving events raised the question of whether a rift had opened between Mubarak and the military com- mand. Hours earlier, the military announced it had stepped in to secure the country, and a top general announced to protesters in Tahrir Square that all their demands would soon be met, raising cries of victo- ry that Mubarak was on his way out. Several hundred thou- sand protesters packed into Tahrir Square, ecstatic with expectation that Mubarak would announce his resigna- tion in his nighttime address. Instead, they watched in shocked silence as he spoke, slapping their foreheads in anger and disbelief. Some broke into tears. After he finished, they broke out into chants for him to go. Around a 1,000 marched on the state tele- vision building several blocks away. Some in the opposition were calling on the military to inter- vene. Immediately after Mubarak's speech, Vice President Omar Suleiman called on the protesters to "go home" and asked Egyptians to "unite and look to the future." Obama ready to support transition to democracy WASHINGTON (AP) — President Barack Obama called for an "orderly and genuine" transition to democracy in Egypt on Thursday, but Hosni Mubarak stopped short of meeting protest- ers' demands that he step down at once. He did say he was transferring some powers to his vice presi- dent. The Egyptian presi- dent, in a televised address from his palace in Cairo, promised a peace- ful transfer of power but did not spell out exactly what was next. He said the demands of protesters calling for his immediate ouster were just, and he said he had requested six constitu- tional amendments in line with their urging. He said he would lift hated emer- gency laws when security permitted. Mubarak also vowed to punish those behind vio- lence over the past two weeks and offered condo- lences to the families of those killed. He said he was transferring some power to his vice presi- dent, Omar Suleiman, but the angry crowd in Cairo's central square clearly was not satisfied. "We are following today's events in Egypt very closely," President Obama said before Mubarak's speech, adding that he would "have more to say as this plays out." January deficit rises by $50B WASHINGTON (AP) — The federal govern- ment's budget deficit grew by $50 billion in January and is expected to finish the year as the highest in histo- ry. The Treasury Depart- ment said Thursday the deficit was one of the high- est ever for the month of January, second only to the $63 billion deficit recorded two years ago. However, this improving trend is expected to reverse in coming months. The Congressional Budget Office is projecting a record deficit of $1.5 trillion this budget year, which ends in September. The estimate was revised upward last month based on a tax-cut package brokered between the White House and Republicans that will add $400 billion to this year's red ink. That will mark the third consecutive year that the government's deficit has been over $1 trillion, unprecedented imbalances that have been caused by the worst recession since the 1930s. That meant a sharp drop in government tax collections as millions of people lost their jobs while at the same time the government was boosting spending to stimulate the economy and stabilize the banking system. While President Barack Obama contended that the downturn would have been much worse without all of the government spending, Republicans took control of the House in the last elec- tion and picked up seats in the Senate by vowing to attack all of the deficit spending. ★★ Death toll in Allentown rises to 5 ALLENTOWN, Pa.
