(AP) — President Barack Obama campaigned vigor- ously for his revamped eco- nomic message Wednesday, warning that other countries have been grasping for first place in the global market- place as the U.S. fell down on the job. Social Security projected to run deficits WASHINGTON (AP) — New congressional pro- jections show Social Securi- ty running permanent annu- al deficits unless lawmakers act to shore up the massive retirement and disability program. The deficits will continue until the Social Security trust funds are eventually drained, in about 2037. Previously, CBO said Social Security would start running permanent deficits in 2016. In the short term, Social Security is suffering from a weak economy that has payroll taxes lagging and applications for benefits rising. In the long term, Social Security will be strained by the growing number of baby boomers retiring and applying for benefits. The nation’s color- coded terror warning sys- tem will be phased out beginning this week, according to government officials familiar with the plan. The officials requested anonymity to speak ahead of an announcement scheduled Thursday by Homeland Security Secretary Janet Napolitano. The Homeland Securi- ty Department and other government agencies have been reviewing the Homeland Security Advi- sory System’s usefulness for more than a year. One of the most notable changes to come: The public will no longer hear automated recordings at U.S. airports stating that the threat level is orange. The Obama adminis- tration will take the next three months to roll out a replacement, which will be called the National Terrorism Advisory Sys- tem. The new plan calls for notifying specific audiences about specific threats. In some cases, it might be a one-page threat description sent to law enforcement officials describing the threat, what law enforcement needs to do about it and what the federal govern- ment is doing, one of the officials said. Boeing fell 3 percent after saying its 2011 profits would be hurt by production delays. Xerox fell 8 percent after saying its profit margins were not increasing. The Dow gained 8.25 points, or 0.1 percent, to end at 11,985.4. It reached as high as 12,020 in morning trading. The last time the Dow closed above 12,000 was June 19, 2008, just as the financial crisis was wors- ening. Facebook to let advertisers re-publish check-ins NEW YORK (AP) — Facebook users who check in to a store or ‘‘like’’ a brand may soon find those actions re-transmitted on their friends’ pages as a ‘‘Sponsored Story’’ paid for by advertisers. Currently there is no way for users to decline this fea- ture. Facebook says this lets advertisers promote word- of-mouth recommendations that people already made on the site. The new, promoted posts would keep the same privacy setting that the orig- inal posting had. But involving users in advertisements without their consent has been a thorny for Facebook. Marc Rotenberg, executive direc- tor of the Electronic Privacy Information Center, says in this case Facebook is mak- ing money of a person’s name or likeness without their consent.
