F CUSOn Non-Residential Customers Can Receive Stormwater Credit The City of Fayetteville has established opportunities for non-residential stormwater fee payers to receive fee credits. Credits are associated with the construction, operation and maintenance of privately-owned stormwater of drainage improvements or enhancements to water quality or both. A stormwater credit is a reduction in your stormwater service fee if you do certain things that reduce the impact of stormwater runoff from your property. A credit of up to 80 percent of the total stormwater fee may be available for a well-designed and maintained detention/retention facility. Credit is given to eligible commercial, industrial and multifamily properties only. A maintenance agreement must be executed. Stormwater fee payers qualify for credit when it can be demonstrated that their existing or new stormwater facility meets provisions as outlined in the Stormwater Management Ordinance, the Fee Credit Manual and the NC (BMP) Best Management Practices Manual. All applications must be submitted by April 15 to receive credit beginning in August of the next billing cycle. A storm drainage easement may need to be drainage. Credits may only be applied to the property where the stormwater facility is located. To apply, pick up the application packet at City Hall or online at www.cityoffayetteville.org/stormwater; perform the necessary analysis (certain parts have to be completed by a registered professional application; and submit the required information to the City Stormwater Manager. For more information, call Beth Brown at 433-1071. Parking Deck Construction Starts The construction of Fayetteville’s Franklin Street parking deck was scheduled to start this week. Durham contractor LeChase is building the $6.132 million structure. Robert C. Williams Business Center, which is owned by PWC. The parking deck will contain 298 spaces, adding 220 extra spaces to meet the demand for more parking. The additional parking deck is essential to continued economic growth. Many other large cities in North Carolina have public parking decks. PWC is contributing $2 million to the cost of the facility. The parking deck will also make the attached Robert C. Williams Business Center, which is for sale, more attractive to potential buyers. The deck is being built at a crucial time to take advantage of low interest rates and less expensive building materials. After adding stimulus funding, the deck’s loan interest rate is 2.81 percent.
