4A Daily News – Wednesday, January 1, 2014 Commerce business&enterprise Happy New Year from the Red Bluff Chamber! Wow what a year! I'm so thankful for everything that took place this past year with the Chamber. We added 28 new members! Lisa Hansen completed her Chair duties in June, handing off to Darlene Koontz. Darlene has run with strategy working together with our new Board for great Chamber momentum to continue. We conducted 18 ribbon cuttings and have seen our Ambassador program grow and make even more impact throughout our business community. The Chamber continued all of our normal events such as Good Morning, Red Bluff and special Business After Hours Mixers. We added several new events that were extremely exciting; B.E.A.M. our Business Expo and After-ours Mixer in February, the Cowboy Golf Tournament in April – both of which were sold out. The Chamber took on the 3 day Crawdad Festival in June which is a great event – but due to the extreme record heat, not as many people could enjoy it as we had hoped. We promoted over 235 community events that assist local business and organization, many of which bring in visitors to our area. The phone calls, office visits, emails, website hits and Facebook presence all have continued to increase. We sent out over 700 visitor informa- tion and relocation packets and 6,000 Calendar of Events this year. Our Parades and Farmer's Markets were amazing and continue to grow. We have increased our partnership with regional and state wide Chambers and Tourism organizations for greater effectiveness to promote our City and County. Our Chamber dinner in September was a sold out event filled with awards and fun. And we ended the year with a Ugly Sweater Christmas Mixer that brought in dozens of toy's and hundreds of dollars donated to give to needy children through Jessie Woods' "Christmas for a Cause". So much more happened throughout the year that I am unable to fit in my column this month – so I invite you to please visit our website and Facebook page for more information. Our desire is to continue to encourage business, tourism and the local economy not with just "busyness" but strategic effort to strengthen and grow our local economy. Thank you all for being a member of the Chamber, volunteering and supporting us throughout the years! Over 4,000 hours were logged in by volunteers to the Chamber through events and daily Chamber promotion of our area this past year alone! Congratulations volunteers, we couldn't do it without you! 2014 will be a great year! The oneday course is designed to help operators succeed by ensuring they have a clear understanding of the rules, and to protect the state's $1.1 billion recycling fund from improper payouts. Regulations effective Jan. 1, 2014, will require both new and renewing certification applicants to take a Department of Resources Recycling and Recovery (CalRecycle) training and score at least 80 percent on a written test to qualify for certification. "California's bottle bill is one of the most successful in the nation, but this wouldn't be the case without our vigorous recycling infrastructure," CalRecycle Director Caroll Mortensen said. "While many recycling center operators and beverage container processors have long demonstrated their professionalism and ability to understand and adhere to program rules, this training will benefit participants across the board and help create a level playing field that promotes business success and safeguards the recycling fund." California's bottle bill provides an incentive for beverage container recycling through CRV, which is 5 cents for containers less than 24 ounces and 10 cents for containers 24 ounces or larger. Regulations are also being developed to support AB 1933, a state law requiring importers of out-of-state containers to enter California through California Department of Food and Agriculture agricultural inspection stations and comply with stringent reporting and inspection requirements. These include providing personal identification at the station and specifying the destination in California where they are taking the containers. Along with the lower single-day limits, these new requirements are expected to stem the tide of out-of-state containers brought into the state and claimed for illegal CRV refunds. The fund takes in about $1.1 billion per year, and more than $900 million is paid back out to consumers at recycling centers, as well as to curbside operators and other collection programs. CalRecycle is undertaking a multipronged effort to protect the integrity of the recycling fund and prevent fraud, as exemplified in the new training requirements for operators, along with increased scrutiny of payment claims. In addition, revised regulations that also take effect Jan. 1 reduce the number of containers an individual can bring to recycling centers in a single day from 500 pounds of aluminum or plastic to 100 pounds, and from 2,500 pounds of glass to 1,000 pounds.
