The Red Bluff Fire Department was dispatched to the mobile home park on South Main Street around 5:45 p.m., according to a department press release. CalFire and Tehama County Fire Department responded with an additional unit to assist. Firefighters arrived to find a home in space No. 61 fully involved in fire with the homes on either side of it threatened by flames. Firefighters did not initially know whether a resident was at home at the time of the fire, but found a man deceased during a primary search of the interior once crews were able to enter. The Tehama County Coroner's Office identified the victim as Albert LaChance. Fire crews were able to protect the exposed structures from Let it snow damage, but the burned unit suffered major damage. Fire units remained at scene until 9 p.m. conducting the investigation and overhauling hot spots. The cause of the fire remains under investigation. Man arrested after attack with spear A 24-year-old Red Bluff man was arrested early Sunday morning after a series of domestic incidents with his girlfriend that included him stealing her car and ended with him chasing her with an improvised spear in front of a police officer. Around 8:30 p.m. Saturday Jesse Aaron Loughmiller was involved in a domestic violence incident with his 26-year-old girlfriend at an apartment complex on Sale Lane, according to a Red Bluff Police Department press release. Loughmiller During the incident Loughmiller reportedly hit his girlfriend, who was able to get away and went to her cousin's house on White Road. Around 1:45 a.m. Sunday the victim saw Loughmiller driving her pickup truck near Shell Gas on Antelope Boulevard and Sale Lane. Loughmiller had reportedly stolen his girlfriend's truck and would later crash it in the area of Sherman Drive and Gray Road. About an hour later the victim, unaware Loughmiller had crashed her truck, returned to the Sale Lane residence with her cousin attempting to recover her vehicle. At that time Loughmiller reportedly threatened the victim's cousin with a club-like weapon and chased her from the area. Temperatures reached a low of 24 degrees Sunday morning. $24.7B water plan unveiled SAN FRANCISCO (AP) — California water officials on Monday released a draft of a $24.7 billion plan to restore the Sacramento-San Joaquin Delta, in part by building two 30-mile underground tunnels to ensure stable water delivery to millions of Californians. The joint federal and state Bay Delta Conservation Plan, or BDCP, and environmental impact analysis comes after seven years of study, and includes plans for building the tunnels and completing significant habitat restoration work to improve the delivery of mountain snowmelt to 7 5 8 5 5 1 6 9 0 0 1 9 Central Valley farms and cities throughout the state. At the heart of the 50year plan unveiled last summer by Gov. Jerry Brown are the twin tunnels with a 9,000-cubicfeet-per-second capacity that would replace the delta's current pumping system that endangers fish and other wildlife. Currently, the State Water Project and Central Valley Project pump water from the delta to 25 million people and three million acres of farmland. But that supply has been interrupted in recent years, as salmon and smelt numbers declined in delta rivers, and federal regulators limited the amount of water that could be pumped from the delta. See WATER, page 7A The Shasta Regional Community Foundation awarded 21 grants to organizations in Tehama, Shasta, Modoc, Siskiyou and Trinity counties, the foundation announced. In all, $379,946 was awarded by the foundation's board of directors from The McConnell Fund. Since 2000, the foundation has now awarded more than $12 million. In Tehama County, the State Theatre for the Arts in Red Bluff was awarded $65,000 for the refurbishment of the theater's blade and marquee. The Tehama County Fire Department received $7,150 to replace automated external defibrillator machines. The Tehama County Resource Conservation District received $39,620 to go toward the purchase of a commercial chipper. Tehama Together Inc. was awarded $7,310 for 211 Tehama equipment. Corning celebrates Hometown Christmas By ANDRE BYIK DN Staff Writer CORNING — Hundreds braved the bitter cold here Saturday night as they lined Solano Street to take in a city tradition. Corning's 18th annual Hometown Christmas, organized by the city's chamber of commerce, culminated in a lighted parade and tree lighting ceremony that saw city officials, businesses and organizations revel in holiday spirit. Santa Claus made a few appearances aboard the festive floats, which included entries from Corning Olive Oil Co., Relay for Life, 4-H, Tehama Head Start, and city and county fire departments, to name a few.
