In a letter made available Monday to The Associated Press, senior Iranian envoy Ali Asghar Soltanieh sug- gests the weekend of Jan. 15 and 16 for the tour and says that meetings ‘‘with high ranking officials’’ are envis- aged. While no reason was given for the timing of the offer, it comes just weeks before Iran and the six pow- ers follow up on recent talks that ended with agreement on little else but to meet again. The new round between Tehran, and the permanent U.N. Security Council members — the U.S. Rus- sia, China, Britain, France — plus Germany, is tenta- tively set for Istanbul, Turkey in late January. It is meant to explore whether there is common ground for more substantive talks on Iran’s nuclear pro- gram, viewed by the U.S, and its allies as a cover for secret plans to make nuclear arms — something Tehran denies. (AP) — New Year’s revelers in a small Arkansas town were enjoying midnight fireworks when they noticed something other than sparks falling from the sky: thousands of dead blackbirds tumbling out of the darkness to the ground. The red-winged blackbirds rained onto rooftops and sidewalks and into fields. One struck a woman walking her dog. Another hit a police cruiser. In Beebe, a commu- nity of 5,000 northeast of Little Rock, birds were ‘‘littering the streets, the yards, the driveways, every- where,’’ said Robby King, a county wildlife officer. ‘‘It was hard to drive down the street in some places without running over them.’’ In all, more than 3,000 birds inexplicably dropped dead. Now sci- entists are investigating whether bad storms, fireworks or poison might have brought the flock down, or if a dis- oriented bird simply led the group into the ground. A few stunned birds survived the fall and stumbled around like drunken revelers.
