Are you unclear about laws and restrictions related to driving? The California Depart- ment of Motor Vehicles has answers. “Save Time by Going Online,” at www.dmv.ca.gov. Q: I have had my driver license application filled out for a while and I just realized that it is going to expire next month. The problem is that I haven’t had my provisional instruction permit for six months yet. What do I do? A: You will need to return to the DMV and start a new appli- cation. Remember to take your instruction permit with you so that you will be credited for the time you have held your instruc- tion permit. You will receive cumulative credit towards your subsequent provisional instruction permit to meet the six-month requirement before taking your driving test. Make sure to keep the expired instruction permit with your new instruction permit until you pass the driving test. Both per- mits are the only proof of credit that satisfies the six month requirement. DMV does not retain previous application infor- mation when a new application is started. Losing the expired instruction permit, without the necessary proof of a previous application, will require you to wait the full six month period again before you can take your driving test. Go to www.dmv.ca.gov for more information about the driver license procedures. Q. I just read that DMV has introduced a new driver’s license and ID card. My license is not due to expire for another 3 years. Do I need to renew it before then or will it still be valid? A. DMV is pleased to present the new and improved driver license and identification cards which contain multiple layers of advanced security features to guard against counterfeiting, tam- pering, and electronic fraud. The new cards feature tactile date of birth and signature, ultraviolet photo and date of birth of card- holder, illustrations of California landmarks seen in the back- ground and different formats for adults and minors. The good news is that you do not have to change your present license until the next time you will be required to come into a DMV office for a renewal. However if you want a new license before your current one expires, you can get one mailed to you with your $25 fee payment. Q: Can I get refunds from the DMV online? If so, what types of refunds are issued? A: Yes, getting simple refunds is fast and easy online. Just go to https://mv.dmv.ca.gov/isr/welcome.do to use the DMV On-Line Refund Program. You can get a refund if you are: • requesting a refund of vehicle/vessel license late payment fees because you know that the payment was made on time • requesting a refund of license fees for a vehicle/vessel that left California before the registration expired and was registered in another state • requesting a refund of a reissue fee(s) that has been dis- missed. If you do not meet the criteria above but believe you are enti- tled to a refund from the DMV, you may still go to the same link to print out the “Application for Refund” form. Make sure to include the required documentation (i.e. a photocopy, front and back, of the cancelled check showing proof of payment, receipts issued by DMV, vehicle registration card/stickers or a photo- copy of from your insurance showing the date of loss) when you mail the form to your local DMV. Q: We purchased our son a car for his 16th birthday and we want to register the vehicle under his name. Can we do this even though he doesn’t have his driver license yet? A: Although you do not need to be a licensed driver to have a vehicle registered in your name, since your son is a minor he can not order, purchase, lease, accept or obtain any vehicle sub- ject to registration. Therefore you may want to consider that you register the vehicle under your or your spouse’s name and then transfer ownership when your son gets his driver license. Since you can not register a vehicle in your name online, please log on to www.dmv.ca.gov to make an appointment to visit one of our field offices. Q: How will DMV be affected by potential furloughs of employees due to the state’s fiscal crisis? A: The DMV expects to be closed on the first and third Fri- days of the month, beginning in February (Feb. 6 and Feb. 20) in keeping with the Governor’s Executive Order issued in Janu- ary. While we will be closed those days, we are doing every- thing possible to make sure customers are not impacted any more than necessary. To that end, customers can save time by going online for a number of business options through our web site (www.dmv.ca.gov ). And, if a visit to a field office is necessary, make sure to book an appoint- ment in advance either on the Internet or by calling 800.777.0133, and come prepared with your paperwork and necessary documents. Q: I just moved to a small town from a large, pedestrian- friendly city. What exactly are the “rules” when it comes to pedestrians? A: It’s very important that all drivers respect pedestrians both for pedestrian safety and their own safety. When sharing the road with pedestrians, you should always stop for any pedestri- an crossing at corners or other crosswalks, even if the crosswalk is in the middle of the block. Also stop at corners with or with- out traffic lights, whether or not the crosswalks are marked with painted lines. Just remember, pedestrians always have the right of way! Q: I rear-ended another vehicle last week when the driver made a sudden stop at an intersection and I wasn’t able to brake quickly enough. Do I have to file a report with the DMV? A: Yes. California law requires traffic collisions to be report- ed when: There is property damage of more than $750 or any- one is injured (no matter how minor) or killed. Each driver must make a report to the DMV within 10 days, whether you caused the crash or not. You must complete a DMV Traffic Accident Report form SR1-; which can be found by going to the DMV Web site, www.dmv.ca.gov, and clicking on the Forms tab.
