Brief history: An officer conducted a traffic stop on a vehicle driven by defendant. A K-9 alerted on the vehicle and a search was conducted. Inside the vehicle officers located a large amount of methamphetamine and cocaine hidden inside the vehicle. Sentenced to 7 years Local Prison. People vs. David Lee Maniord, Transportation of a Controlled Substance with Special Allegation -Prior Strike. Brief history: A deputy conducted a traffic stop on a vehicle driven by defendant. The deputy conducted a consent search of the vehicle and located methamphetamine, a digital scale and a methamphetamine pipe. Sentenced to 6 years State Prison. People vs. Frank Charles Roberts, Sodomy of an Unconscious Victim. Brief history: Deputies responded to a residence after receiving a 911 call. Upon arrival deputies were advised defendant had sodomized the victim without her consent. Sentenced to 6 years State Prison People vs. Anthony Paul Douglas, Second Degree Commercial Burglary(2 counts). Brief history: Defendant was originally granted formal probation. Defendant violated his probation when he tested positive for marijuana, failed to keep in contact with probation and failed to complete his drug and alcohol treatment program. Sentenced to 3 years 8 months Local Prison. Recent County Jail Commitments: People vs. Kyle Douglas Volz, Corporal Injury to Spouse. Brief history: Deputies responded to a residence regarding a domestic disturbance. Upon arrival deputies learned victim and defendant had been in an argument which escalated when the defendant punched the victim in the face, grabbed her by the neck and choked her. Sentenced to 180 days county jail People vs. Jose Consantino Varela-Caceres, False Compartment Activity. Brief history: An officer conducted a traffic stop on a vehicle driven by defendant. A K-9 alerted on the vehicle and a search was conducted. Inside the vehicle the officer located a hidden compartment with a large amount of cash and firearms. Sentenced to 180 days county jail. People vs. Gregory Lee Sellers, Transportation of a Controlled Substance. Brief history: Defendant was originally granted formal probation. Defendant violated his probation when he failed to keep in contact with probation as required. Sentenced to 150 days county jail. People vs. Heather Lee Gutierrez, Evading an Officer, Willful Disregard. Brief history: An officer attempted to conduct a traffic stop on a motorcycle driven by defendant. The defendant failed to yield and a pursuit ensued. The defendant continued to drive at a high rate of speed while running through several stop signs. The defendant eventually came to a stop and was taken into custody. Sentenced to 120 days county jail. People vs. Rigoberto Ortiz, Possession of Firearm by a Felon-Priors. Brief history: An officer conducted a traffic stop on a vehicle in which the defendant was a passenger. The officer contacted the occupants of the vehicle and observed defendant in possession of a firearm. Sentenced to 120 days county jail. People vs. Gregory Justin Turek, Grand Theft of Personal Property. Brief history: Defendant had stolen well pump motors from two separate victims. One of the motors was scrapped at a local scrap yard and the other motor was located in defendant's vehicle. Sentenced to 90 days county jail. People vs. Merry Barbara Bills, Second Degree Commercial Burglary. Brief history: Defendant was originally granted formal probation. Defendant violated her probation when she tested positive for narcotics. Sentenced to 60 days county jail. Recent Proposition 36 Commitments: Note: All cases wherein a defendant is sentenced per the terms of Proposition 36 are not at the request of the Tehama County District Attorney's Office. Per the requirements of Proposition 36, a defendant who possesses drugs cannot be sentenced to confinement time in jail or prison. Instead, the court must place defendant on probation and require drug treatment alone. Per the requirements of Proposition 36, only upon a third drug related probation violation may the court impose confinement time. In the event the defendant violates a non-drug related term of probation the court may then elect to sentence defendant to jail or prison. The Tehama County District Attorney's Office contends that each criminal case is unique and that in certain, specific, cases a defendant should be sentenced to a combination of drug treatment and jail time. We further contend that in other specific cases where a defendant has an extensive criminal record and/or a history of noncompliance with either previous grants of probation or previous grants of drug treatment, a state prison sentence should properly be imposed. People vs. Christina Marie Mrasak, Possession of a Controlled Substance. Brief history: A deputy contacted defendant and received consent to search her backpack. Inside the backpack the deputy located a methamphetamine pipe and methamphetamine on her person. Defendant sentenced to Prop. 36 probation. The guilty plea from Curtis Clark Green, 47, comes one month after federal authorities shut down the drugdealing website, which used tough-totrack digital currency and operated on an electronic network that allows Internet users to remain anonymous and mask their locations. Green, whose lawyer identified him as being from Spanish Fork, Utah, declined to comment after the plea hearing. His attorney also declined comment. The website allowed users to anonymously browse through nearly 13,000 listings under categories like ''Cannabis,'' ''Psychedelics'' and ''Stimulants'' before making purchases using Bitcoin, a form of online currency. The site offered various illegal services along with drugs, and as of July, had nearly 1 million registered users from around the world, according to court papers. It was shut down when authorities arrested Ross William Ulbricht, a San Francisco man they allege masterminded the operation while hiding behind the alias of ''Dread Pirate Roberts,'' an apparent reference to a swashbuckling character in the 1973 novel and 1987 movie ''The Princess Bride.'' He was arrested in a branch of San Francisco's public library, where authorities say he was online with his laptop chatting with a cooperating witness. Ulbricht, who is also accused in Maryland in a murder-for-hire plot, was ordered held after a court appearance this week in New York. His lawyer said that his client is innocent and is not the person who used the ''Dread Pirate Roberts'' alias. The investigation was launched in 2011 in Baltimore, where agents from U.S. Immigration and Customs Enforcement's Homeland Security Investigations formed the ''Marco Polo'' task force to target Silk Road and its administrators. William Winter, the office's special agent in charge, said in a statement that his agents will continue to pursue crimes committed by users of ''networks and digital currency designed to provide anonymity.'' Green, who used the aliases of ''Flush'' and ''chronic pain,'' admitted in court Thursday to serving as an administrator for the website. That meant he was responsible for responding to questions and complaints from buyers and sellers, checking whether law enforcement officials were secretly poking around Silk Road and having access to the details of financial transactions conducted through the black market bazaar, authorities say. Prosecutors say he also served as a middleman between a website vendor and an undercover agent posing as a cocaine smuggler looking to sell large quantities of the drug. The vendor and undercover Drug Enforcement Administration agent negotiated a cocaine deal for approximately $27,000, and Green agreed to have the package sent to him, authorities say. He was arrested last January after a package of one kilogram of cocaine was delivered to his house by an undercover U.S. Postal Service inspector. He faces up to 40 years in prison at his sentencing in February. His court appearance followed a similar plea Tuesday from Jacob George IV, an Edgewater, Md., man who admitted selling drugs via Silk Road.
