6B Daily News – Thursday, October 24, 2013 Franchise Tax Board warns public of scams The Franchise Tax Board (FTB) Tuesday warned taxpayers of theft ploys involving scammers attempting to use FTB's likeness for their personal gain. "If you receive a questionable solicitation, contact FTB immediately and talk to a live agent to review your account," said State Controller and FTB Chair John Chiang. "Taxpayers should protect their personal information and treat any unsolicited phone calls or emails with caution." Police have recently reported that scammers are contacting elderly people in Beverly Hills and informing them they received a red light traffic ticket last February that has been referred to FTB for collections. The scammer instructs the victim to load money on a prepaid debit card and send it to a bogus address. The scammer refers victims to an actual FTB phone number for reference. Other scams claiming to represent FTB attempt to lure people into revealing personal and financial information, such as Social Security, bank account, or credit card numbers. This type of scam is referred to as "phishing" and is a technique aimed at getting personal information for the purpose of identity theft. Scams of this nature often involve an email that masquerades as offering to check the status of your state income tax refund. FTB takes the safety and security of taxpayer information very seriously. If anyone receives a questionable contact from FTB, they should keep the following in mind: • FTB can only process payments through its online Web Payservices or by mail through personal check, money order, cashier's check, or Western Union Quick Collect payments. FTB does not have the ability to process funds from third-party issued debit cards or prepaid credit cards. • FTB warns taxpayers against providing personal information over the telephone or by email to those who cannot verify they are FTB employees. • While FTB calls people who owe taxes, FTB will never ask taxpayers for PIN numbers, passwords, or similar access information for credit cards, bank accounts, or other financial accounts. Taxpayers who receive a questionable contact should call FTB at 800.852.5711. Burn ban still in effect The Tehama-Glenn Unit of the California Department of Forestry and Fire Protection and the Tehama County Fire Department want to remind everyone that even though the nights are becoming cooler and the grass is becoming greener, the burn ban is still in effect and there will be no residential burning allowed in Tehama County or the State Responsibility Areas (SRA) within Glenn County. Dry conditions are expected to continue for the foreseeable future. The burn ban will remain in effect until weather conditions significantly change at which time Cal Fire will make notifications saying the burn ban is lifted. Residents are urged to continue using caution when doing outdoor activities as fires can still start and spread rapidly, especially on windy days. Simple actions such as tossed cigarettes, parking your vehicle in dry grass, or leaving hot coals in a campfire can ignite a fire. For more fire safety tips, go to www.fire.ca.gov. White House aide fired over Twitter account WASHINGTON (AP) — A White House national security official was fired after it was discovered that he was behind an anonymous Twitter account that criticized the Obama administration. Jofi Joseph was nonproliferation director on the National Security Council and was involved in nuclear negotiations with Iran. His postings on the (at)NatSecWonk account, which no longer is available on Twitter, often took shots at administration policy and figures, including Secretary of State John Kerry, and members of Congress. One tweet said: ''More people should be asking why John Kerry installed two former aides, both with ZERO foreign policy experience, into top posts at State.'' Another tweet said: ''That Obama only called Kerry/Hagel AFTER he made decision with his WH aides on going to Hill underscores how all foreign policy is WH-based.'' The post referred to Obama's surprise decision in late August to seek congressional authorization for military strikes against Syria as punishment for a chemical weapons attack in August. Joseph could not be reached Wednesday for comment. No one answered the telephone at a number believed to be his. In a statement to Politico, Joseph said he took ''complete responsibility'' for the Twitter feed, saying it started as a ''parody account.'' He apologized to those he insulted. A White House official confirmed that Joseph no longer works for the administration, but declined further comment on personnel matters. It was not immediately clear how officials determined that Joseph was behind the Twitter account. Joseph began working at the State Department in 2009. Deputy State Department spokeswoman Marie Harf said he was assigned to the National Security Council in 2011 and became an NSC employee last August. White House spokesman Jay Carney said Wednesday he had no additional information to provide. Carney said White House staffers cannot access social media sites like Twitter from the White House unless they have an official, authorized account. Carney and many other senior administration officials have official Twitter accounts and they often send several messages a day. FBI looking into possible spy WASHINGTON (AP) — The FBI is looking into whether the U.S.-based director of a Russian government-run cultural exchange program is a spy who tried to recruit young Americans as intelligence assets, a national intelligence community official said Wednesday. The magazine Mother Jones, which first reported the probe, said the organization run by Yury Zaytsev has footed the bill for about 130 Americans to visit Russia. The 130 include political aides, nonprofit advocates and business executives. The Russian Center for Science and Culture offers language lessons and cultural programming. The official spoke on condition of anonymity because the probe was still underway. An FBI spokesman, Jason Pack, declined to comment. Mother Jones said Zaytsev or his associates had begun to build files including one on a participant who had been an adviser to an American governor. The magazine said FBI agents have been interviewing Americans who participated in the program. It added that Zaytsev did not travel on the exchange trips he helped arrange, and that his contact with the Americans who went on these trips was limited. Zaytsev does not have a Washington phone listing. The center where he works referred calls for comment to the Russian Embassy, which did not answer the phone late Wednesday.
