The intent of the amendment is to provide a sin- gle procedure for review and regulation of high voltage elec- trical facilities in accordance with Public Utilities Code Sec- tion 12808.5 and Government Code Section 53091. The amend- ment shall also apply to high voltage electrical facilities not subject to Public Utilities Code Section 12808.5 or Government Code Section 53091, to the maxi- mum extent permitted by law.
