Friday, November 12, 2010 – Daily News – 5B STATE BRIEF Panel: State should end sex-offender housing ban SACRAMENTO (AP) — A law enforcement panel is recom- mending that California voters repeal residency restrictions for sex offenders because too many of them are listed as transient, making them more difficult to monitor. Jessica’s Law, passed by 70 percent of California voters in 2006, prohibits released sex offenders from living within 2,000 feet of a school or park. The draft report says the pro- hibition means there are few places the offenders can legally live in many communities. That forces many of them to say they are homeless, making it difficult for agents to track them. The report, obtained by The Associated Press, estimates that 2,100 sex offenders list them- selves as transient. Corrections spokeswoman Terry Thornton said Thursday the draft is being reviewed by the governor’s office before its official release. Sheriff wannabes stopped motorists at gunpoint RIVERSIDE (AP) — Two Southern California men are accused of impersonating police officers and interrogating motorists at gunpoint about whether they had drugs or alco- hol. Riverside County Sheriff Sgt. Don Fortney says the men were arrested Wednesday night after they stopped at least three vic- tims. He says the men had guns and were driving a van with an emergency light in a rural area west of Temecula. Fifty-year-old Danny Avila and 26-year-old Micke Jamison were arrested on suspicion of impersonating an officer and false imprisonment. Fortney tells the Riverside Press- Enterprise that a victim tipped off authorities after seeing the sus- pects’ scruffy version of a law enforcement uniform. It was not clear whether the suspects seized any items from the victims. Bullet train leaders under ethics probe LOS ANGELES (AP) — An ethics agency is investigating several leaders of the California High-Speed Rail Authority who took overseas trips paid for by foreign governments seeking contracts to build the bullet train system. The Fair Political Practices Commission said it launched the probe after the Los Angeles Times reported that authority board members took tours of train systems in Europe last year, but didn’t disclose who paid for the trips. The authority said that the trips were donated by foreign government entities, which were then assigned to board members and staff. Because of that, the authority said most board mem- bers didn’t have to disclose the travel on annual reports of gifts received. Marin County sues to block new death row complex SAN QUENTIN, Calif. (AP) — Marin County has filed a law- suit seeking to block the state from beginning construction on a $356 million death row complex until all legal issues are resolved. Still, the Department of Cor- rections and Rehabilitation opened bids this week for the first phase of the project, and officials have vowed to move forward on the 1,152-bed facility at San Quentin State Prison. The lawsuit filed Tuesday seeks a temporary restraining order on construction while a court decides a pending suit by the county that accuses Gov.
