Conservation program Farm and ranch operators, as well as non-industrial private timber managers and Tribes, who are interested in applying for Fiscal Year 2014 Farm Bill conservation program financial assistance, the USDA Natural Resources Conservation Service (NRCS) in California has set Friday, Nov. 15, as the deadline for future funding consideration. This deadline has been established contingent on Fiscal Year 2014 funding being allocated pending passage of a new Farm Bill or reauthorization of the existing 2008 Farm Bill. The application deadline applies to the Environmental Quality Incentives Program (EQIP) initiatives and the Cooperative Conservation Partnership Initiative program. Eligible producers with a conservation plan for their operation receive priority for financial assistance. NRCS staff is available to help producers create conservation plans on a first-come, first-served basis. Applications can be submitted throughout the year. Applications received by Nov.15 will be evaluated for funding priority for the pending 2014 funding. Applications received after Nov. 16 may be considered for future funding. NRCS's conservation programs help people reduce soil erosion, improve irrigation efficiency, improve water quality and wildlife habitat. EQIP, NRCS's largest conservation program, helps eligible producers plan and implement conservation practices that address a wide range of natural resource concerns and provide opportunities to improve soil, water, plant, animal, air and related resources on agricultural land and non-industrial private forestland. For additional information, Tehama County producers are encouraged to come by the NRCS Service Center located at 2 Sutter St., Ste. D, Red Bluff, CA 96080. Information and applications are also available online http://www.ca.nrcs.usda.gov/programs/. NRCS has provided leadership in a partnership effort to help America's private land owners and managers conserve their soil, water and other natural resources since 1935. & ranch How does your garden grow? How is your garden producing this year? My tomato plants are green and growing, but not producing tomatoes, except for the Early Girl. Very few honey bees and no bumble bees this year in my garden. Some years I have squashed three or four hundred tomato worms by now, and this year not even one. Weird. I purchased a burpless cucumber plant at Home Depot, expecting the lovely long green like previous years from Red Bluff Garden Center. The few cucumbers are a yellow-green with speckles of darker green.
