Tom Stokely, a former planner for the Natural Resources Division of Trinity County and a current director of C-WIN, a nonprofit corporation that advocates for equitable use of state water, spoke pointedly during a water forum at the Red Bluff Community and Senior Center. "It's crazy for us to spend our money on a stupid project like the tunnels when we need to fix our existing infrastructure," Stokely said. By RICH GREENE DN Staff Writer Boyd Hedden, a member of Red Bluff's 1974 U.S. champion Little League team and co-owner of BR Growing Supplies, died Sept. 5 from complications of kidney cancer. He was 51. Hedden lived out one dream after another — from the 12-yearold with a Spalding baseball glove on Aloha Street who traveled to South Williamsport, Penn. to play on national television, to raising a family and starting up a successful business from scratch with his wife, Rena. "We always had dreams," lifelong friend and Little League teammate Scott Hatfield said. "Thinking of what you can do and never being satisfied." As a pitcher, left fielder and first baseman Hedden helped put Red Bluff on the map in 1974 when the Little League team he was a part of became United States champions and played Kaohsiung, Taiwan in the World Series championship game. Hedden pitched and scored the winning run when Red Bluff beat a New Mexico team considered the favorite to win the Western Regional. Hedden pitched in the semifinal victory against Maracaibo, Venezuela in South Williamsport. See BOYD, page 9A DN Staff Writer The Red Bluff City Council approved three supplemental appropriations to the 2012-13 fiscal year Police Department overtime. Originally budgeted at $200,000 supplemental appropriations totaling an additional $95,793 were approved in January, May and September. Those escalated overtime expenditures in the past fiscal year have largely been attributed to a number of high-profile investigations as well as a change to the Police Officers Association contract that was unaccounted for during the original budget talks. The $295,793 spent on overtime is still far below the $346,351 the department spent in 2007-08, the final year before budget cuts eliminated a number of officer positions. Only once in the past 10 years have actual police overtime wages ended a fiscal year below the initially estimated amount. That occurred in 2004-05 when $361,566 was budgeted, the largest amount in the See CITY, page 9A Change coming to Chamber honors businesses, installs officers Staff Report page 2A Tuesday A company-wide initiative for Digital First Media, which oversees the Daily News and newspapers across the nation, is scheduled to be implemented in Tuesday's edition, requiring shifting of content that normally appears on page 2A of each edition. Page 2A will featured a half-page of the top news stories of the day, a top photo, an abbreviated Today in History feature, celebrity tid bits, news about what's trending in social media and lottery numbers. Most morning newspapers across the country already include a similar feature that allows readers to learn about the top stories quickly before leav- ing for work or school in the morning. Starting Oct. 1, the bottom half of the page will contain national advertisements sold through DFM. For the rest of September, that advertising space will be made available to local advertisers, Publisher Greg Stevens said. Businesses interested should contact their sales representative at the Daily News. "We hope readers will enjoy the additional content each day, formatted to accommodate those pressed for time in the morning," Editor Chip Thompson said. "At the same time, the new feature will require us to move community news and other features to another page, which will take some getting used to."
