Wednesday, September 1, 2010 – Daily News – 3B WORLD BRIEFING Obama on Iraq: It’s no time for ’victory lap’ WASHINGTON (AP) — Closing a divisive chapter of American history, President Barack Obama marked the end of the nation’s combat mission in Iraq on Tuesday without declar- ing victory, winding down the U.S. role in a war he considered a terrible mistake. Obama’s defiant pledge to end the war helped catapult him into office. Now as commander in chief, he is intent on assuring the nation and the stretched military that all the work and bloodshed in Iraq was not in vain, declaring that because of it ‘‘America is more secure.’’ Though the U.S. commitment in Iraq is winding down, as many up to 50,000 troops will stay as long as the end of next year to help train the country’s forces and operate counterterrorism mis- sions. And Obama is sending more troops to Afghanistan, the home base of the Sept. 11, 2001, al-Qaida terrorists, where Ameri- cans have been fighting for nearly nine years. ‘‘It is going to be a tough slog,’’ Obama said of Afghanistan in remarks earlier Tuesday to sol- diers at Fort Bliss, Texas. ‘‘But what I know is that after 9/11, this country was unified in saying we are not going to let something like that happen again.’’ Defense Sec- retary Robert Gates said success in Afghanistan was possible but ‘‘is not inevitable.’’ Tuesday night, the president was to deliver a 15-20 minute speech in prime time from the Oval Office. His point was to mark Aug. 31, 2010, as the final day the U.S. led the war in Iraq after more than seven years. Palestinian gunman kills 4 Israelis in West Bank shooting JERUSALEM (AP) — Pales- tinian gunmen opened fire Tues- day on an Israeli car in the West Bank and killed four passengers on the eve of a new round of Mideast peace talks in Washing- ton. The Islamic militant group Hamas claimed responsibility. Assailants firing from a pass- ing car riddled the vehicle with bullets as it traveled near Hebron — a volatile city that has been a flash point of violence in the past. Some 500 ultranationalist Jewish settlers live in heavily fortified enclaves in the city amid more than 100,000 Palestinians. One of the victims was preg- nant, said police spokesman Micky Rosenfeld. Israel’s national rescue service said the victims were two men and two women, and Israeli media said everyone in the car was killed. Video broadcast live on Israel TV late Tuesday showed a white Subaru station wagon standing at an angle at the side of a road, its windows shot out and its doors dotted with bullet holes. The car was flanked by army and police vehicles and dozens of soldiers. Hurricane Earl heads toward East Coast RALEIGH, N.C. (AP) — A powerful Hurricane Earl threat- ened to sideswipe much of the East Coast just ahead of Labor Day, worrying countless vacation- ers who planned to spend the tra- ditional last week of summer at the beach. The Federal Emergency Man- agement Agency warned people along the Eastern Seaboard to pre- pare for possible evacuations and islanders in the Turks and Caicos hunkered down in their homes Tuesday as the Category 4 hurri- cane steamed across the Caribbean with winds of 135 mph. Earl was expected to remain over the open ocean before turn- ing north and running parallel to the East Coast, bringing high winds and heavy rain to North Carolina’s Outer Banks by late Thursday or early Friday. From there, forecasters said, it could curve away from the coast some- what as it makes it way north, per- haps hitting Massachusetts’ Cape Cod and the Maine shoreline on Friday night and Saturday. ‘‘My guests are calling and they don’t know what to do and I don’t know what to tell them,’’ said Dave Dawson, owner of the oceanfront Cape Hatteras Motel in Buxton, N.C. Forecasters cautioned that it was still too early to tell how close Earl might come to land. The images show Cuba’s 84- year-old former leader with Jef- frey Goldberg of The Atlantic and Julia E. Sweig from the Council on Foreign Relations during a visit Monday to the Havana aquarium — Castro’s second trip there dur- ing a media blitz that has seen him making near daily appearances. Goldberg is a national corre- spondent for the magazine who has written on the Middle East and Iran. State media reported that he and Sweig interviewed Castro, but gave no indication of what was said. For months, Castro has warned of nuclear war that would pit Washington and Israel against Iran and would also involve an attack on North Korea. He even said he expected fighting to begin earlier this summer, but has since said those doomsday predictions may have been somewhat premature. Stock see worst August since ’01 NEW YORK (AP) — The stock market ended its worst August since 2001 with meager gains Tuesday after minutes from the latest Federal Reserve meeting showed officials’ increasing con- cern about the economy. Stock indexes gave up most of their gains in mid-afternoon after the release of minutes from the Fed’s Aug. 10 meeting. Fed offi- cials said during their discussions that they recognized that the econ- omy might need further stimulus beyond the purchases of govern- ment debt the central bank announced that day. The Dow Jones industrial aver- age ended with a gain of 5 points, having been up 64 following a reading on consumer confidence in August that came in stronger than expected. Stocks fell sharply for much of August after a series of reports suggested that the recovery has weakened. The S&P 500, the measure used most by stock market pro- fessionals, finished August with a loss of 4.7 percent. It was the S&P 500’s worst showing for the month since August 2001, when it lost 6.4 percent as the dot-com bubble collapsed. Year- to-date, the S&P 500 is down 5.9 percent.
