"1 drove through this community of San Fernando last afternoon and every third house has major struc- tural problems and it's really seri- ous.- The safety problem was high- lighted Thursday when 150 patients were transferred from St. John's Hospital , a Santa Monica landmark favored by such Holly- wood stars as Elizabeth Taylor, Michael Jackson and Jack Nichol- son. The patients were sent to other hospitals Thursday on orders from state inspectors examining the building for structural flaws. Another 150 patients were previ- ously discharged or transferred after Monday's quake. Hospital spokesman Gary Miere- anu said the complex's north tower "took the brunt of the damage." "To us it looked pretty bad - cracks on the wall and broken glass," he said. Delli Quadri said 4,000 buildings had been inspected by the end of Wednesday and 250 buildings had failed inspection. He estimated it would take weeks just to check the tens of thousands of structures in the city of Los Angeles alone. First priority goes to public buildings like hospi- tals and fire stations . Inspectors also must respond quickly to citi- zen requests for checks of their homes . "The period of market roman- ticism has ended," said Viktor Chernomyrdin, who advocates a "go-slow· approach to reforms, but insists that efforts to move toward a free market economy will continue. One of President Boris Yeltsin's key reformers, 35-year- old Boris Fyodorov, rejected an offer to keep his post as finance minister. "This is a turn back," he told reporters. "r do not want to be part of the change in eco- nomic policy." Yeltsin signed a decree appointing the new, conserva- tive-dominated Cabinet, but did not comment on it.
