A dormitory is being added to the station at 18355 Bowman Road, while the Baker Station at 14800 Bowman Road will be entirely relocated. CalFire began staffing the 18355 Bowman Road location year-round in 1998, but the station itself was constructed to fulfill only the needs of a volunteer fire company with no permanent staffing of residents. The station contains one unisex restroom and a large open barracks containing six beds. Three fire captains and five firefighters are assigned to the station. Fire Chief Jeff Schori said the single restroom is not conducive to the three or four people serving on duty at the same time. The grand jury noted that voterapproved propositions in 2000 and 2002 that allocated money to go toward park improvements, have led to those improvements. The grand jury said that not including city owned or operated parks, there are eight parks in Tehama County. The county is responsible for the care and maintenance of five. Proposition 12, approved in 2000, allocated $207,000 in total revenue to go toward park improvements, and $90,113 was used for ADA improvements, the grand jury noted. Sidewalk improvements at all county parks were cited, playground equipment was upgraded at Cone Grove Park and there was a bleacher replacement at Gerber Park, according to the grand jury's report. Proposition 40, approved in 2002, allocated $1.2 million in funding, the grand jury noted, and $1,177,705 went directly to ADA compliance and improvements. "Gerber Park, River Park, Cone Grove, Mill Creek and Ridgeway Park all received funding support for improvements ranging from recreation hall upgrades, picnic table upgrades and overall park improvement projects to allow better access to park facilities for persons Rich Greene can be reached at 527-2151, ext. 109 or rgreene@redbluffdailyne ws.com. Court challenge fails to stop Calif gay marriages with disabilities," the grand jury report said. The ADA was enacted in 1990 and includes changes made by the Americans with Disabilities Amendments Act of 2008. In 1991, the Department of Justice implemented regulations affecting Title II and III of the law, which prohibit discrimination on the basis of disability by public entities and prohibits discrimination by public accommodations and in commercial facilities, respectively. Those regulations were revised in 2010. The brief, unanimous ruling tossed out a legal challenge by ban supporters without addressing their legal arguments in support of Proposition 8, a ballot measure passed by voter in 2008 that banned gay marriage. Austin R. Nimocks, an attorney for Alliance Defending Freedom, a group that wants to end gay marriage, said the ruling does not end the debate in California. He called on lawmakers to ban gay marriage but declined to say whether a legal challenge will be filed. ''Though the current California officials are unwilling to enforce the state constitution, we remain hopeful that one day Californians will elect officials who will,'' he said. Supporters of gay marriage were girding for a continued fight. ''By now, I suppose we know better than to predict that Prop 8 proponents will actually give up their fight,'' San Francisco City Attorney Dennis Herrera said. ''But it's certainly fair to say that their remaining legal options are increasingly absurd.'' The state high court ruling came about two months after the U.S. Supreme Court refused to consider the issue, leaving in place a lower-court ruling that struck See PARKS, page 7A See COURT, page 7A Facilities at Ridgeway Park in Red Bluff are in compliance with Americans with Disabilities Act compliance. The project is estimated at $300,000 and will be funded by fire mitigation fees and revenues collected from fire engine and water tender rentals on state fires. CalFire leases the land at the Baker Station. The owner has said he didn't want to sign another agreement with CalFire, which is forcing the 2-engine facility to be relocated. CalFire is in the process of soliciting landowners in the nearby vicinity for a new location.
