A vacancy for a Town Council position has occurred. In addition, the Council approved the acceptance of applications of potential candidates and to setup up interviews of eligible applicants for appointment to said vacant Council position. Pursuant to Quartzsite Town Code, Chapter 2, Article 2-1 "Council", Section 2-1-4, "Vacancies in Council". "A. The Council shall fill a vacancy that may occur by either of the following: 1) Appointment for the unexpired term, 2) Appointment until the next regularly scheduled Council election if the vacancy occurs more than thirty days before the nomination petition deadline. B. The member appointed shall meet the qualifications established in A.R.S. §9-232." Qualifications for council appointment are found in Arizona statute, A.R.S. §9-232(A), which states in pertinent part the following: "A. A person shall not be a member of a city or town council unless, at the time of the election [appointment], the person is eighteen years old, is a qualified elector residing within the city or town at the time of the election [appointment], and has resided in the city or town for one year next preceding the election [appointment], ...". This notice shall be locally posted and advertised. All applications with attached resumes shall be submitted to the Quartzsite Town Clerk, Karen Norris, for consideration by the Town Council. Acceptance of applications by the Town Clerk shall be discontinued as of 5:00 p.m. October 8, 2009. The Quartzsite Town Council will be provided with all qualified applications submitted for review and thus determine whom they wish to interview for the Council appointment. This interview process would be conducted in an open meeting. Tina Sorensen, long time Quartzsite resident, died Monday, September 7, 2009. Memorial services are pending. She is survived by her husband, Jeff Sorensen, and a brother in Phoenix. A sister recently preceded her in death. Tina was recently serving as Chaplain of local VFW Post 769. She was very active raising funds for local charities and was a Navy veteran. Tina loved to sing, and provided many nights of Karaoke for locals at Silly Al's Pizza, and the Yacht Club. She served as MC for the Children's Miracle Network and Colgate Country Showdown. She was an avid fisherwoman, enjoying long hours of fishing along the Colorado River with friends. Tina was injured in an on-the-job accident earlier this year, while working for ADOT. In spite of her injuries she continue to provide entertainment for locals. She loved her music! Lex and Corrine Parker called Tina their "un-adopted daughter". Corrine said, "We loved her dearly and will really miss her, as we know many people will." In Memorium QUARTZSITE- Arizona Department of Environmental Quality (ADEQ) Proj- ect Manager, Mike Beasley, presented to La Paz County Supervisors, Quartz- site Town staff, Council Members, and the public during the Supervisors Spe- cial Worksession, Wed. Sept. 9, 2009. Beasley began with a tour of the Main Street and Kofa Remediation System. The 15-acre Kofa and Main Street site, located at 965 W. Main Street in Quartzsite, was once the location of Ted's Truck Stop. After the tour of the "compound", the group moved to Town Hall for presentation and dis- cussion. In 2000, ADEQ was notified that water from a private well near the site had a gasoline odor and about 20 pri- vate wells in the area were sampled. When elevated levels of benzene were found above the state standard of 5 micrograms per liter, further wells were drilled on site and testing was performed. Those tests discovered widespread petroleum hydrocarbon contamina- tion in the groundwater across the en- tire site. In addition to elevated levels of benzene, free product consisting of diesel and gasoline were detected in four wells on site. Further groundwa- ter monitoring also showed that ben- zene had migrated off the property and a benzene plume now extends about one-fourth mile off the site to the north and northeast. ADEQ began construction of the soil and groundwater remediation system ADEQ Clean up at Ted's in September, 2007 and turned it on in December, 2007. This was the first time that ADEQ's State Superfund program, the Water Quality Assurance Revolving Fund (WQARF), and the department's Underground Storage Tank (UST) programs have worked to- gether on a joint project. To date, the total cost is $1.6 million. There have been up to 10 ASTs (aboveground storage tanks) on the site as well as 2 known USTs (under- ground storage tanks). "Nothing is keeping it [the site] from being built on right now," said Beasley in response to questions of any limita- tions of building on the site. As of September 3, 2009: 247 lbs. of TPH(Total petroleum hy- drocarbons is a term used to describe a large family of several hundred chemi- cal compounds that originally come from crude oil) removed. 2.1 lbs. Benzene removed 126 lbs. MTBE (Methyl tert-butyl ether is a flammable liquid which is used as an additive in unleaded gaso- line) removed. 233 gallons FP (free product) re- moved. Soil remediation is expected to take 3 to 5 years and the water cleanup is ex- pected to last 8 to 10 years. According to Beasley, "The damage did not happen overnight; this is a long term event." September 16, 2009 M�������� S�������� 16, 2009 Left- The only access from east to west was on the Main Street bridge over Tyson Wash. Many folks try to use the wash for parking during the busy show season. No parking on this day! Right- Raging waters create massive rapids along Tyson Wash on the north side of Quartzsite. Right- On the south side of town, Kuehn Road dissappeared under the river of water. Right- Early the next morning, the waters receded showing the damage done to W. Quail Trail Road.
