VFW kicks off annual competitions Quartzsite, Arizona. (August 1, 2023) – Commander Edward Reid of the Veterans of Foreign Wars of the U.S. Post 769, announced the kick-off of two of the VFW Annual Competitions. The Patriot's Pen youth essay com- petition is for middle school stu- dents in grades 6-8 in this area to have the opportunity to compete and win thousands of dollars in na- tional awards. The VFW enacted the Patriot's Pen competition in 1995 to encourage young minds to examine America's history, along with their own expe- riences in modern American society by composing a 300- to 400-word patriotic-themed essay. The theme for the 2023-24 competition is "How Are You Inspired by America?" Students begin by competing at the local Post level. Post winners ad- vance to District competition with District winners advancing to the state competition. State first-place winners compete for their share of thousands of dollars in awards, and the national first-place winner is awarded $5,000 and an all-expense- paid trip to Washington, D.C. Voice of Democracy Scholarship Competition gives local high school students the opportunity to com- pete for thousands of dollars in scholarships and a trip to Washing- ton, D.C. Students must write and record a three-to-five-minute essay on the selected theme using an audio CD or flash drive and present their record- ing, typed essay and completed en- try form to their local VFW Post by October 31. The 2023/2024 theme selected is "What Are the Great- est Attributes of Our Democracy?" Students begin by competing at the local Post level, then Post winners compete at the District level with the winner advancing to the state By Shanana Rain Golden-Bear During the regular meeting of Quartzsite Town Council on Tues- day, August 8, 2023, there was a presentation by Stephanie Dyer of ADOT regarding Interstate 10 Pavement Preservation Rehabilita- tion Project between Dome Rock Road and Scaddan Wash. Council approved Ledger of Ac- counts paid totally $200,721.45. Council approved Minutes were approved of July 25, 2023. Council approved modification to Fiscal year 2024 Parks Department budge, to utilize budget line item 5061 to pay Land & Water Conser- vation Fund (LWCF) for surcharge invoice for the Town park Improve- ments, Splash Pad in the amount of $21,368.78. There was a public hearing for con- sideration of the adoption of the Fi- nal Budget for Fiscal Year 2024. Council approved a Temporary Use Permit for Salome Concrete to operate a concrete batch plant to supply concrete to TESLA Project for an operation period of 45 days. Council adopted Ordinance N. 23-05, an ordinance of The Mayor and Common Council of the Town of Quartzsite, Arizona, amend- ing the town Code of the Town of Quartzsite, declaring the document entitled "Development procedures handbook" dated August 8, 2023 as a Public Record; Amending Chapter 155 Zoning, by deleting the Devel- opment Procedures Ordinance in its Council updates entirety and replacing it with a new "Development Procedures Hand- book" dated August 8, 2023. Council approved Community En- gagement Plan for the 2024 Gener- al Plan update, which will include a series of workshops and scheduled events open to the public for partic- ipation in the General Plan develop- ment process. Council directed Vice Mayor Gold- berg to submit eight resolutions to the League of Cities and Towns on August 29, 2023. Town Manager Jim Ferguson ex- plained the, "Splash pad will be go- ing to Council in September for de- sign review. It might be completed early spring of next year." Council Member Karey Amon stat- ed, "Tonight's agenda reflects posi- tive movement in our town's growth and economic development. Every- thing we've discussed tonight has had a huge impact on the understanding that the town is growing, that things are happening. The effort that has been made to stay ahead of the pro- cess is very evident in everything that we've discussed this evening. I really appreciate the heavy emphasis on community involvement on the deci- sions that are making." Town Manager Ferguson said, "Things are happening! Next week alone, we're going to have Devel- opment review board meetings on Starbucks, the car wash, Best West- ern, Black Bear Diner, and a site plan review on another retail op- eration. We now have our 'ducks in a row', that we can deal with these things in an appropriate way. I re- ally appreciate the hard work of the staff that they've been doing to get us to this point."
