The government’s point man on the crisis said Friday that the blown-out well is not securely plugged to his satisfaction and that the drilling of the relief well — long regarded as the only way to ensure that the hole at the bottom of the Gulf of Mexico never leaks oil again — must go forward. ‘‘The relief well will be finished,’’ said retired Coast Guard Adm. Thad Allen. ‘‘We will kill the well.’’ Work on the relief well was suspended earlier this week because of bad weather. Allen did not say when it would resume, but when the order comes, it could take four days to get the operation up and running again. From there, it could be only a matter of days before the ‘‘bottom kill’’ is done and the blown-out well that wreaked havoc on the Gulf Coast economy and environment is no longer a threat. Earlier this month came word that the trade deficit is bal- looning and companies are not adding jobs fast enough to bring down unemployment. Typically, the Fed can lower interest rates to encourage Americans to borrow money and spend it, invigorating the economy. But the benchmark interest rate controlled by the Fed has been almost zero for more than a year now. The Fed this week took a new step by announcing it would use the proceeds from its huge portfolio of mortgage securities to buy government debt. The idea is to make cheap credit a little cheaper, particularly for things like mortgages. Russian nuclear agency says Iran’s first nuclear plant will start getting fuel next week MOSCOW (AP) — Russia announced Friday it will begin the startup next week of Iran’s only atomic power plant, giving Tehran a boost as it struggles with internation- al sanctions and highlighting differences between Moscow and Washington over pressuring the Islamic Republic to give up activities that could be used to make nuclear arms. Uranium fuel shipped by Russia will be loaded into the Bushehr reactor on Aug. 21, beginning a process that will last about a month and end with the reactor sending elec- tricity to Iranian cities, Russian and Iranian officials said. ‘‘From that moment, the Bushehr plant will be officially considered a nuclear energy installation,’’ said Sergei Novikov, a spokesman for the Russian nuclear agency. If Russia carries out its plan, it will end years of foot- dragging on Bushehr. While Moscow signed a $1 billion contract to build the plant in 1995, its completion has been put off for years. Moscow has cited technical reasons for the delays. But Bushehr has also been an ideal way to gain leverage with both Tehran and Washington. Obama signs $600M border security bill, administration insists no retreat on overhaul WASHINGTON (AP) — President Barack Obama on Friday signed a bill directing $600 million more to securing the U.S.-Mexico border, a modest election-year victory that underscores his failure so far to deliver an overhaul of immi- gration law. The new law will pay for the hiring of 1,000 more Bor- der Patrol agents to be deployed at critical areas, as well as more Immigration and Customs Enforcement agents. It pro- vides for new communications equipment and greater use of unmanned surveillance drones. The Justice Department gets more money to help catch drug dealers and human traffick- ers. But the bill fell short by the standards Obama has set for dealing with the immigration problem. In a speech last month Obama reiterated his commitment to a comprehen- sive approach that would secure the border but also address the 11 million illegal immigrants already in the country. ‘‘Our borders are just too vast for us to be able to solve the problem only with fences and border patrols,’’ the presi- dent said then. ‘‘It won’t work.’’ Obama signed the bill Friday in a low-key Oval Office ceremony alongside Homeland Security Secretary Janet Napolitano. There were cameras present, but no reporters. The action came a day after the Senate convened in special session during its summer recess to pass the bill. Israeli police official: Suspect in 3-state stabbing spree also suspect in stabbing in Israel RAMLE, Israel (AP) — Israeli police said Friday the suspect in stabbings in three states also was a suspect in a separate stabbing attack in Israel earlier this year, but charges were never pressed. A senior police commander said Elias Abuelazam was believed to have stabbed a close acquaintance during an argument in a parked car in central Israel about six months ago. The commander said police dropped the case because the victim refused to cooperate with investigators. The commander spoke on condition of anonymity because he was barred from speaking to the media under official policy. Abuelazam is suspected of attacking people in Michigan, Ohio and Virginia, leaving five people dead and 13 wound- ed.
