The victim was identified by the department as 28-year-old Samuel Mcthaddeus Forseth. A 911 call was received at 2:23 a.m. Thursday when someone in the 200 block of Pinon reported a man was bleeding on his front porch. Officers responded and found Forseth with significant wounds consistent with those caused by a knife, Capt. Kyle Sanders said. Medical personnel arrived on scene and determined he had succumbed to his wounds, Sanders said. While on scene, officers contacted another man seeking medical assistance, 39-year-old Christopher Hougland, who was determined to be a suspect. Hougland was taken to St. Elizabeth Community Hospital to be treated for minor cuts or stab wounds before being taken to the police department where he was arrested for murder, Sanders said. The California Department of Justice, Bureau of Forensic Services, was contacted to assist in processing the crime scene. Red Bluff police detectives continued to investigate the matter Thursday, which Sanders described as being in its infancy. Donnie Granfield, a neighbor, said he went outside Thursday because he heard the men and thought it was just his neighbor and girlfriend being a little noisy, which happens occasionally as the houses are close together. Family dream takes next step By JULIE ZEEB A 19-year-old woman said she fled a Drake Road residence late Wednesday night after finding a man dressed in black holding a kitchen knife. Tehama County Sheriff Deputies were dispatched to the residence on the 18000 block of Drake Road around 11:30 p.m., according to a department press release. "The three girls, Becky, Julie and Katie, have worked hard decorating and will be running the shop. The two boys, Robbie and Eddie, will be working with the orchard and equipment." One son does live out of the area, working as a fireman, but he comes home to serve as the family's mechanic, she said. The barn is fixed up with custom-made chandeliers and ornately carved hutches to serve as shelving, which came from a sale at an old museum in Chico, Katie Bianchi said. The evening will include other Bianchi Orchards products such as walnut pesto, which is good mixed with cream cheese on crackers or on chicken, Becky Klinesteker said. The woman said the man had taken a knife from a kitchen drawer and was holding it in his hand. When the woman saw the man, she said she turned and fled the residence. The woman said the man left the residence, leaving the knife behind, but she did not know which way he went. Nothing was missing the residence. Jerry Brown signed a state spending plan for the coming fiscal year Thursday that makes budget-busting deficits a distant memory, funnels billions of additional dollars to K-12 schools and begins restoring social service programs that were cut during the recession. The budget also expands Medicaid to an additional 1.4 million low-income Californians, adopting an optional provision of the federal Affordable Care Act. ''This is a momentous occasion, because we have a balanced budget not proposed but actually actualized, the first time in probably a decade or more,'' the governor said moments before signing the spending plan for the fiscal year that starts on Monday. It includes a $96.3 billion general fund, the state's main account for paying ongoing expenses. The size of the general fund and a reserve account of $1.1 billion reflect the continuing recovering of California's economy and $6 billion in voter-approved taxes. Declining tax revenue during the recession had cut the general fund to as low as $87 billion just two years ago, requiring lawmakers to make deep spending cuts. The City Council approved the franchise agreement June 18. The contract makes few changes from the existing agreement, which is set to expire June 30. Residential areas will be swept once per month from mid-October to mid-May and commercial areas will be swept weekly. Previously GreenWaste did street sweeping from mid-April to mid-November. At the insistence of Councilwoman Daniele Jackson, commercial street sweeping will now be done first, followed by residential sweeping later in the morning. Jackson questioned the logic of GreenWaste's practice of sweeping residential modate the request. The contract allows for rate increases based on the Consumer Price Index for All Urban Consumers and the fluctuation of the No. 2 Diesel Fuel Index. A change from the previous contract allows GreenWaste to take into account tipping fee rate increases at the Tehama County Landfill that may exceed the normal CPI.
