A call was received at 9:57 p.m. Thursday from the area of Walnut and Monroe streets and someone reported seeing a person spray painting a wall at Vineyard Christian Fellowship, according to Red Bluff Police logs. While officers were respond- ing to the scene, an update was called in that the man was now painting the side of New Hope Four Square Church, which is west of the first site, Sgt. Josiah Ferrin said in a press release. Officers continued down Walnut Street where they found a man in possession of a black spray paint can with fresh paint on his hands near the entrance of an apartment complex, Ferrin said. The man was identified as Christian Lawrence Dyer of Red Bluff, who admitted to tagging a building and told police he had an accomplice, Ferrin Coif for a cause By RICH GREENE See COIF, page 9A RB to vote on 2013-14 budget See VOTE, page 9A Legislature passes $96.3B budget Daily News photo by Rich Greene Karen Groves combs out Kenn Nevarez's hair before cutting it for a donation to Locks of Love Monday at Karen's Makin' Waves in Los Molinos. Logue rumored to challenge Garamendi for Congress MediaNews Group CHICO — A recent post on a Solano County Republican website indicates that Assemblyman Dan Logue (R-Loma Rica) will challenge John Garamendi (DFairfield) for a seat in the U.S. House of Representatives. The site says Logue will announce he's entering the race June 19 at the Solano County Government Center in Fairfield. She asked when he was going to be cutting off his ponytail for Locks of Love. What his coworkers hadn't realized was that Nevarez hadn't been growing his hair out for 16 months in an effort to feel young again. He had people on his mind — Jon Erickson, another work acquaintance who had recently passed away; children he would give some self-confidence to and his wife Christina, who has overcome cancer three times. Monday morning Nevarez was at Karen's Makin' Waves, a home beauty salon tucked away at the dead end of Taft Street in Los Molinos. Nevarez was ready to have his ponytail cut off before sending it to the Florida-based charity so it could be used to make a wig for a child who had lost their own hair. It was the second time he had grown his hair out for the charity, and admittedly the last time he was going to go through the said. Red Bluff Police has a lead on the accomplice and is investigating, Sgt. Mike Graham said. Dyer was identified as a member of a criminal street Thursday morning, Logue said he could "neither confirm or deny" the report, but said he would have more information on June 19. Logue represents the 3rd Assembly District, which includes Tehama County. Garamendi serves in California's 3rd Congressional District, and has been in the House of Representatives since 2009. The 3rd Congressional District includes all or parts of Yuba, Sutter, Colusa, Glenn, Lake, Sacramento, Solano and Yolo counties. Tehama County is represented by Doug LaMalfa (R-Richvale) and in the 1st Congressional District. SACRAMENTO (AP) — The Legislature passed California's massive state spending plan Friday amid sharp divisions over whether the compromise struck by Democrats and Gov. Jerry Brown will further the state's recovery or eventually return it to the multibillion-dollar deficits common during the recession. Lawmakers had until midnight Saturday to send the governor a balanced budget for the fiscal year that begins in July, but they acted swiftly after the state's top Democrats reached a deal earlier in the week. Both houses approved the main budget bill, AB110, on party-line votes: 28-10 in the Senate and 54-25 in the Assembly. They will reconvene Saturday to vote on roughly 15 bills that will enact specific parts of the budget. Senate leader Darrell Steinberg said the $96.3 billion Democratic spending plan ends the ''doomand-gloom'' scenarios that were a hallmark of years past, when deficits grew into the double digits, state programs were eliminated, workers were furloughed and budget deadlines were blown by weeks and sometimes months. ''The passage of the budget may just represent the end of one very difficult era and the beginning of a new and better era — an era of economic growth, hope and restora- See BUDGET, page 9A Red Bluff woman missing for month By JULIE ZEEB DN Staff Writer Red Bluff Police are looking into reports of a 59-year-old Red Bluff woman who has been missing for at least a month. A report was filed regarding Mary Anna Carmelo's disappearance by her sister, April Carmelo of Shasta Lake, on May 14, Capt. Kyle Sanders said. April Carmelo said she was last in contact with her sister, who lives in a Washington Street home owned by the Greenville Rancheria tribe, on May 4. "We never go more than three days without talking," Carmelo said. "I have a grandchild of Courtesy photo Mary Anna Carmelo, 59, of Red Bluff has been missing since May 4. I even left her a message and told her she was scaring me and within 24 hours I'd be calling to file a missing persons report with the police." Mary has a medical condition that causes trouble breathing just going from a vehicle to the house and Carmelo does not believe it is likely her sister is just on vacation, she said. On Friday, Carmelo and another sister were taking around flyers in hopes that someone has seen or knows something, she said. Mary is 5'4" about 160 pounds with black hair and black eyes. She has a blue 2013 Nissan Versa, California license 6YPP459. Anyone with information is asked to call Det. Scott Curtis at Red Bluff Police about case number 13-1606. He can be reached at 5273739.
