SPECIAL SUMMER EDITIONS: Arizona Chapter of APWA (American Public Works Assoc.) has selected the Quartzsite WWTP improvements and Tyson Wash Manhole Protection Project to be this year's recipient of the 2020 Public Works Project of the year Small Cities/Rural Communities- Environment Award. The project was also submitted to APWA Na- tional to compete for the national Small Cities/Rural Communities- Environment Award. The project was also selected as the "AZ Water Associations' 2020 Treatment Plant of the Year – For Small Systems" The Quartzsite Wastewater Treat- ment Plant (WWTP) Improvements and Tyson Wash Manhole Protec- tion project created signifi cant economic and environmental ben- efi t to the community of Quartzsite while solving performance issues. The project was completed in De- cember 2019. Due to the discovery of a nitrate fl ume causing ground water con- tamination, the Town of Quartzsite had been working with ADEQ (Arizo- na Dept. of Environmental Quality) on the Quartzsite Strategy, which aimed to eliminate conventional onsite wastewater systems, such as septic tank-leach fi led disposal systems. This strategy not only requires abandonment of septic systems, but also upgrading the ex- isting Quartzsite WWTP to handle increased capacity. Flows to the plant fl uctuate greatly during the seasons due to infl ux of visitors, which caused operational challeng- es to meet expected effl uent quality consistently. Reliable, cost-effective facility improvements support efforts to remove individual onsite treatment systems from the area creating im- proved environmental conditions and providing wastewater collec- tion and treatment for new devel- opment. Quartzsite's commitment to making this a successful project promotes area commercial and res- idential development and growth. Other specifi c environmental contributions made with this proj- ect are 1) Manhole protections im- provements preserves Tyson Wash, 2) Smaller SBR (Sequencing batch reactors) Basins produce higher ef- fl uent water quality discharge to Ty- son Wash, 3) Recognizing opportu- nities to reduce power consumption in design and 4) enhancing solar power generations system return. Various improvement features included in the design were com- pleted by unique practices and value engineering improvement in both construction and operations. These features promoted profi cient construction, operational effi cien- cy, reduced operations costs and improved effl uent quality. Several atypical practices/innovations were accomplished with the completion of this project to support the ben- efi ts of these stems improvements such as 1) Repurposing of existing SBR basin, 2) use of aerobic digest- er as SBR for continued service dur- ing construction, SEE AWARDS PAGE 12
