You see a series of peaks and valleys corresponding to various historic events. There is a serious downdraft during the Depression of the 1930s. But look. It goes back up. It invariably goes up. Notice the 1987 stock market crash. See that abrupt drop? I remember that time. The feeling that swept the nation was that the market would never, never ... ever come back. But look. It did. Look at the new highs it achieved in the '90s. Same thing in the years following the crash of 2008. The markets are like life. Things happen. There are peaks and valleys. And there are events that send our lives plunging to new depths. We think we will never, never ... ever recover. But we do. Things get better. Environmental documents available for contracts SHASTA LAKE – The Bureau of Reclamation today released for public review draft environmental documents for approval to enter into five-year contracts for conveyance of groundwater in Central Valley Project facilities, specifically, the Tehama-Colusa and Corning Canals, when capacity is available. The contracts would be with seven or more of the 17 water districts served by the canals. Arrests • Harold Edward Graves, 60, Red Bluff was arrested at Tops Mini Market for felony possession of marijuana for sale and selling marijuana. Bail was $30,000. • David Lee Maniord, 31, Cottonwood was arrested at Tehama and Olive avenues in Gerber for felony possession of a controlled substance for sale, transportation of a controlled substance and misdemeanor paraphernalia. Bail was $31,000. A press release said Maniord was pulled over for a vehicle stop for multiple mechanical violations. A consent search turned up 0.61 grams of methamphetamine, smoking pipes, scales and packaging material. • Louis Guntharga Oliveras, 72, Corning was arrested on Hoag Road for a felony parole violation. • Dusty Lane Rhoads, 50, Corning was arrested on Highway 99W for water to be delivered to other areas within each district's boundary to supplement diminished CVP water supplies, as needed, for contract water years 2013 through 2017. The quantity of groundwater pumped into the canals would not exceed a combined total of 44,000 acrefeet. The Draft Environmental Assessment and Draft Finding of No Significant Impact were prepared in accordance with the felony grand theft. Bail was $25,000. Burglary A burglary was reported of a locked garage on Houghton Avenue Tuesday night. The burglary occurred sometime between 6:30 p.m. Monday and 6:30 p.m. Tuesday. The suspects pried open the locked side door the garage. Neighbors in the area reported seeing a light colored pickup truck or SUV in the driveway about the time of the burglary, but did not see any people.
