My granddaughters have been through hell because their father sexually abused them. It might have been averted if his half-sister had reported the earlier sexual abuse and rape. When she learned what he had done to his daughters, she finally came forward, but it was too late. Thankfully, he is in prison now, and the girls are getting counseling, but they will suffer for many years. Sad Grandmother Annies Mailbox is written by Kathy Mitchell and Marcy Sugar, longtime editors of the Ann Landers column. Campgrounds to open for start of fishing The Lassen National Forest will open select campgrounds near prime fishing waters this month for the 2013 fishing season. Forest officials project plenty of camp sites will be available to meet anticipated demand for the April 27 opening day of trout season. Alder, Elam, and Potato Patch campgrounds, in the Almanor Ranger District, are set to open on April 26, weather permitting. Visitors planning to camp at these locations should be prepared for low nighttime temperatures in the high 20s to low 30s. All other Almanor Ranger District campgrounds, including Gurnsey Creek and Almanor, are scheduled for opening the weekend of May 17, as conditions allow, in time for Memorial Day weekend. Updates will be posted on the Forest web site. All Forest campgrounds along Hat Creek are scheduled to open April 26, with the exception of Big Pine Campground. The Old Station Visitor Center opens April 27. It is at the junction of highways 44 and 89, across the highway from Hat Creek. The center will be staffed for weekend visitors Saturday Sunday, 8:30 a.m. to 2 p.m. The center will begin a summer schedule in mid-June, open five days a week: Friday Sunday, 8:30 a.m. to 4 p.m. and Monday Tuesday, 8:30 a.m. to 2 p.m. Visitor Center staff can provide helpful sightseeing, fishing, and camping information. Concessionaire campgrounds on the Eagle Lake Ranger District are set to open May 15. The marina store will be open with limited hours and supplies as of May 18, with full operation and supplies by Memorial Day. An outdoor stand at the marina will offer hot food, such as hamburgers, hot dogs, and chicken sandwiches. Information on concessionaire facilities and services is available by calling 530-2573067 until May 1; afterward, call 530-825-3454. Other Eagle Lake Ranger District campgrounds and day use areas will open May 15. Dispersed camping is allowed in many places on the Forest. However, visitors are reminded to keep their vehicles on existing roadways, as cross-country travel is prohibited. This policy protects sensitive areas and resources, and prevents damage to vehicles. Visitors are also reminded that, for campfires away from developed campgrounds, a California Campfire Permit is required. These permits may be obtained free of charge at any Cal Fire, Bureau of Land Management, or Forest Service office. The Forest Service encourages anglers to review the 2013-2014 Freshwater Sport Fishing Regulations Handbook for information and possible restrictions. This booklet is available at many fishing supply retail outlets. It is also posted on the web at: http://www.dfg.ca.gov/re gulations/. Education credits for higher education The American Opportunity Credit and the Lifetime Learning Credit may help you pay for the costs of higher education. If you pay tuition and fees for yourself, your spouse or your dependent you may qualify for these credits. Here are some facts the IRS wants you to know about these important credits: The American Opportunity Credit The AOTC is worth up to $2,500 per eligible student. The credit is available for the first four years of higher education at an eligible college, university or vocational school. The credit lowers your taxes and is partially refundable. This means you could get a refund of up to $1,000 even if you owe zero tax. An eligible student must be working toward a degree, certificate or other recognized credential. The student must be enrolled at least half time for at least one academic period that began during the year. You generally can claim the costs of tuition and required fees, books and other required course materials. Other expenses, such as room and board, do not qualify. The Lifetime Learning Credit The credit is worth up to $2,000 per tax return per year. The yearly limit applies no matter how many students are eligible for the credit. The credit is nonrefundable.
