WORLD BRIEFING As spill grows, oil soaks delicate marshes, birds COVINGTON, La. (AP) — The dire impact of the massive Gulf spill was apparent Sunday on oil-soaked islands where pelicans nest as several of the birds splashed in the water and preened themselves, apparently trying to clean crude from their feet and wings. Pelican eggs were glazed with rust-colored gunk in the bird colony, with thick globs floating on top of the water. Nests sat pre- cariously close the mess in man- grove trees. As oil crept farther into the delicate wetlands in Barataria Bay off Louisiana, BP officials said Sunday that one of their efforts to slow the leak was- n’t working as effectively as before. BP spokesman John Curry told The Associated Press on Sunday that a mile-long tube inserted into the leaking well siphoned some 57,120 gallons of oil within the past 24 hours, a sharp drop from the 92,400 gallons of oil a day that the device was sucking up on Fri- day. However, the company has said the amount of oil siphoned will vary widely from day to day. Engineers are working furious- ly to stem the growing ooze as more wildlife and delicate coastal wetlands are tainted despite the oil-absorbing booms placed around shorelines to protect them. A pelican colony off Louisiana’s coast was awash in oil Saturday, and an Associated Press photographer saw several birds and their eggs coated in the ooze while nests rested in mangroves precariously close to the crude that had washed in. Workers had sur- rounded the island with the booms, but puddles of oil had seeped through the barrier. Jindal: Officials will not wait for federal approval to start building sand berms ON BARATARIA BAY, La. (AP) — Louisiana Gov. Bobby Jindal says the state is not waiting for federal approval to begin building sand barriers to protect the coastline from the Gulf of Mexico oil spill. Jindal's defiant comments Sun- day came as oil pushed at least 12 miles into the heart of Louisiana's marshes. Two major pelican rook- eries are now awash in crude. Jindal made his remarks on a boat at the edge of one of the peli- can nesting grounds. He and offi- cials from several coastal parishes say the berms would close the door on the oil still pouring from a deepwater gusher about 50 miles off the coast. The U.S. Army Corps of Engi- neers is studying the environmen- tal impacts from the emergency barrier proposal. The Corps didn't immediately respond to e-mails and telephone messages. Loopholes in financial overhaul WASHINGTON (AP) — The most sweeping changes to finan- cial rules since the Great Depres- sion might not prevent another cri- sis. Experts say the financial regu- latory bill approved by the Senate last week, and a similar bill that passed the House, include loop- holes and gaps that weaken their impact. Many provisions depend on the effectiveness of regulatory agencies — the same agencies that failed to foresee the last crisis. A big reason for the bill's limi- tations is that banks and industry groups lobbied against rules they felt would reduce their profit-mak- ing ability. The financial sector's influence in Washington reflects its enor- mous donations and lobbying. Over the past two decades, it's given $2.3 billion to federal candi- dates. It's outdone every other industry in lobbying since 1998, having spent $3.8 billion. Dressed in a white Yemeni robe, turban and with a tradition- al jambiyah dagger tucked into his waistband, Anwar Al-Awlaki used the 45-minute video posted Sunday to justify civilian deaths — and encourage them — by accusing the United States of intentionally killing a million Muslim civilians in Iraq, Afghanistan and elsewhere. American civilians are to blame, he said, because "the American people, in general, are taking part in this and they elect- ed this administration and they are financing the war."
