Wednesday, January 30, 2013 ��� Daily News Buy state parks pass on tax return Californians can now purchase their California State Parks Annual Pass on their state income tax return. It is a new option than makes the process quick and easy. This new option was created through the California State Park Stewardship Act of 2012 (AB1589) a new state law authored by former state Assemblyman Jared Huffman D-San Rafael. The pass costs $195 and allows passenger vehicles of up to nine passengers into 130 California State Parks for a year after its issue date. The "Contributions" section of the 540 and 540a tax forms contain a new line to enter the price of the parks pass. In addition, there is a tax deduction option in this new program. Any additional donation over the $195 for the pass is seen as a tax deductible contribution that will reduce the tax liability of the donor and provide needed support to the park system. The additional donation will be allocated to the State Parks Protection Fund, where it will be used to address deferred maintenance projects and otherwise enhance visitors' park experiences. The California State Park Stewardship Act of 2012 mandates that the department develops a prioritized action plan for solving budget challenges, explore alternative revenue streams, limit the number of state park closures and establish the Annual Pass option on tax forms. The funding generated from the tax form and donation option will be used in combination with funding recently appropriated by the Governor and the Legislature to help replace the General Fund reductions to the State Parks' budget over the past ten years and more. In addition, it is hoped this option will contribute toward the deferred maintenance backlog of more than $1.3 billion dollars that goes back twenty years and more. YOLO is not worth it Distracted driving is a serious safety concern for all drivers throughout California, especially teen drivers. Eighty percent of vehicle crashes involved some kind of driver distraction. Talking on the cell phone or texting is the main source of driver distraction. The California Highway Patrol (CHP) is urging teenage drivers to stop texting, put away cell phones, and focus on driving. In an effort save lives, CHP along with Impact Teen Drivers will be conducting a year-long teen distracted driving safety campaign through September. ���The California Office of Traffic Safety grant is an exciting opportunity for Impact Teen Drivers and the CHP to continue to be at the forefront of decreasing the number of collisions and deaths associat- ed with distracted teen drivers/' said Kelly Browning, Executive Director of Impact Teen Drivers. "It will take a strong combination of education and enforcement to have a fundamental and sustained behavior shift toward driving distraction free." California drivers age 20 years or older were involved in nearly 23,000 collisions from Oct. 1, 2009 - Sept. 30,2010, in which a distraction was documented as a factor in the cause of the crash. As new drivers, teens are at an even greater risk of being involved in collisions due to distracted driving because of the peer pressures to stay immediately connected to their friends via text and cell phone. Teenage distracted driving is one of the leading-contributors to collisions and near colli- sions. 'The CHP is urging teen drivers to focus on driving. Eliminate the urge to text or call by putting away the distractions," said Commissioner Joe Farrow. "Through education, enforcement, and the continued partnership between the CHP and Impact Teen Drivers, we can change this dangerous behavior." The 12-month, grant-funded Teen Distracted Drives Education and Enforcement campaign consists of an education component, as well as distracted driver enforcement operations to be conducted throughout the state. Funding for this program was provided by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration. Fellowships available to college graduates The State Capitol is looking for dynamic college graduates who are interested in public service experience. Applications are now available in Senator Jim Nielsen���s offices in Oroville and Rocklin. These positions pay a monthly stipend of $1,972 plus health, vision, and dental benefits. In addition, each individual earns six units of graduate credit from California State University, Sacramento. ���Our state faces tremendous challenges ahead,��� said Sen. Jim Nielsen who represents the Fourth Senate District. ���This fellowship allows individuals to gain hands-on experience in public policy at the highest levels.��� The Capital Fellows Programs assign qualified individuals to the offices of Senators, Assembly members, judges and senior state officials. These fellowships are jointly operated by each participating branch of government and the Center for California Studies at Sacramento State University. Anyone who will be at least 20 years of age and a graduate of a four-year college or university by September is eligible to apply. There is no preferred major. Individuals with advanced degrees and those in mid-career are also encouraged to apply.
