Several lawmakers who are recipients of FSPAC funds are in key positions to help us achieve our mission to defend and enhance the fraternal experience. HigHer education reautHorization Single-Sex: The House Education and the workforce committee's Promoting Real Opportunity, Success and Prosperity through Education Reform (PROSPER) Act came out of committee in December 2017. The PROSPER Act includes the most robust legal language protecting single-sex organizations to pass a House committee since Title IX took effect 40 years ago. We expect the House to take up the PROSPER Act during this second quarter of 2018, although Committee Chairman Virginia Foxx (R-NC) indicates she will continue working with committee members on several issues to be resolved before the bill gets a vote. The Fraternal Government Relations Coalition (FGRC) will continue to work with the committee to see if the existing single-sex language can be strengthened further before a floor vote. The FGRC will evaluate whether or not grassroots engagement efforts will help PROSPER get across the finish line in the House. We also anticipate the Senate Health, Education, Labor and Pensions (HELP) Committee will unveil its version of the higher education reauthorization act in this second quarter. We expect HELP Committee Chairman Lamar Alexander, ΣΧ (R-TN), Ranking Member Patty Murray (D-WA), and Todd Young (R-IN), who represents many fraternity and sorority headquarters will be key players in the Senate on our issues. The FGRC is turning much of its lobbying focus to that committee. Hazing: An amendment was added to the PROSPER Act and conveys a "sense of Congress" that hazing is a campus problem and schools should do more to make students aware of its dangers. The FGRC had been pushing for the inclusion of the Report and Educate About Campus Hazing Act (REACH) in PROSPER, but the amendment has undercut incentive for REACH to be included. Although Representative Pat Meehan, ΒΘΠ (R-PA) has announced his retirement, we continue to work directly with the lead House sponsor of REACH—Representative Marcia Fudge, ΔΣΘ (D-OH)—and are working on follow-up strategies for the House and Senate on REACH. collegiate Housing and infrastructure act While we are all extremely disappointed that the Collegiate and Housing and Infrastructure Act (CHIA) was not included in the final version of the new tax reform law passed in December 2017, we feel strongly there will be several opportunities moving through the House this year where CHIA might be considered for addition. One possibility is that a major infrastructure bill could move through the House. We will continue to closely monitor opportunities to see CHIA added there. Interfraternally, Ben Satcher Jr., KA Order VP Political Affairs, FSPAC lawmakers Virginia foxx and marcia fudge are key to keep our priorities at tHe forefront
