QPD BULLETIN REPORT Provided by Quartzsite Police Department SEPTEMBER 11- 29 , 2017 • 9/11 Britney FAHIE was cited and re- leased. She was stopped for numer- ous civil traffic violations. Upon running Fahie's California driver's license, it was discovered that Fahie's California driv- ing privileges were suspended. Fahie was releasedfromthe scene, and Fahie's vehicle was placed under a 30 day im- pound per ARS 28-3511. • 9/11 A woman reported she paid $840.00 via Money Gram to purchase two English Bulldogs. She stated she had not received any dogs and the sup- posed seller was asking for more money. She became suspicious and reported the incident to the police. • 9/12 A woman overheard a 6-7 year old female telling a 40 year old female she was alone and didn't have any fam- ily. The juvenile asked the adult female if she would eat dinner with her. The inci- dent occurred in the women's restroom of a gas station on W. Main St. • 9/13 La Paz Co. Dispatch advised an Arizona DPS Trooper was involved in a shooting on I-10 Westbound MP 57. US Border Patrol located the Ford Mustang on I-10 Westbound at MP 17 in the Town of Quartzsite. A slow speed pursuit en- sued with the driver; later ID'd as Rodolfo BALLARDO, exited at Dome Rock Road where he carjacked a semi tractor/trailer. Ballardo proceeded eastbound on I-10, exited the interstate at Exit 17 and pro- ceeded north on Quartzsite Blvd into The Main Event vendor area. Ballardo drove back on Main St. where the semi tractor became stuck on a boulder he'd driving over. Gunfire was exchanged and Ballar- do was struck multiple times. Ballardo was transported to La Paz Regional Hospital where he was pronounced deceased. The Arizona DPS assumed the investigation. • 9/12 It was reported that there was a possible property damage to a gas pump on W. Main St. He reported covers from his classic gas pump were missing, but he located the cover at the rear of his building. At this time, no crime is believed to have taken place and the damage to the gas pump may be due to weather. • 9/13 A woman was served with an Or- der of Protection by Officer Finch. In the Order of Protection, the judge stated the defendant shall surrender any firearms. The woman surrendered a rifle and de- nied having any other firearms. The rifle was entered into the QPD evidence room as safekeeping. • 9/13 David WORKMAN reported Aman- da FABER sent him a threatening text message via telephone stating she was going to send "Richie" to his house to physically assault him with a shovel. Upon contact with Faber, she showed QPD a text message from Workman prior to her text message stating if Faber took the "nxxxxx" over to his house he was going to "shoot him in the face." Both Workman and Faber admitted sending each other the text messages and both were ar- rested. Workman was cited and released for Threatening and Intimidation from the La Paz Regional Hospital due to multiple medical problems and Faber was booked into the La Paz Co. Detention Center for Threatening and Intimidation. • 9/14 Information report to document a traffic stop contact that QPD had with a registered sex offender with La Paz Co. Sheriff's Office. • 9/15 A woman stopped by QPD to return a black key ring with 2 keys. They were found on N. Central by a water shed. Keys were entered into safekeeping. • 9/16 QPD was dispatched to Chase Ave. in reference to a vehicle striking a wall and leaving the scene. The report- ing party observed a gray unknown ve- hicle driven by an unknown female enter her driveway and struck her decorative wall and front gate causing about $1,000 worth of damage. • 9/16 QPD was dispatched to W. Main St. for an unconscious/unresponsive person who was currently being given CPR. A 91 year old person was being transferred via medical transport from Kentucky towards Calif. The person stopped breathing while at the location; CPR was initiated by the medic. A Doc- tor from La Paz Regional Hospital gave death pronunciation. • 9/17 QPD Was dispatched to S. Quartzsite Blvd. for a theft. Manager in- formed QPD that a female stole several miscellaneous items with value of $70.01 from the store and left the area in a while Buick bearing a Calif. license plate. Case is open; no suspects at this time. • 9/19 A man reported that last month his wife stole $659 cash of his social security money from their residence on Sunrise St. and used that money to purchase an airplane ticket and flew out of state with the intent of not returning. He also report- ed she struck him with a cell phone that she threw at him while in Parker, AZ. This report is for informational purposes only. • 9/20 Damien PAYNE was stopped by the QPD on S. Quartzsite Blvd. for nu- merous civil traffic violations. Upon run- ning Payne's driver's license status, it was discovered that Payne's AZ Driving privileges were suspended. Payne was cited and released on scene, and the ve- hicle Payne was driving was placed un- der a 30 day impound per ARS 28-3511. • 9/20 QPD stopped a vehicle for crimi- nal speed in excess of 85 miles per hour in a posted 75 MPH zone on I-10 and conducted a records check on the driver Carl M. MADDOX which revealed he had a valid extraditable felony warrant out of Maricopa County. Subsequently, he was arrested and booked into La Paz Co. De- tention Facility. • 9/20 QPD was dispatched to an RV park on Kuehn St. in reference to crimi- nal damage. An unknown person driving a black spray-painted Ford F-150 struck something and left the area without stop- ping. An unknown witness reported the incident to the manager and told him the truck was driven by "blank." The Ford was located at the Quartzsite Apts., but the driver was not. • 9/20 QPD assisted DPS on a traffic stop on Riggles Ave. During the traffic stop, two 10-gallon garbage bags full of marijuana were discovered. La Paz Co. Narcotics Task Force responded and as- sumed the investigation. • 9/21 QPD conducted a felony traffic stop on a white Toyota 4-Runner (re- ported stolen to CRIT Police a half hour earlier) driven by Arthur SMITH on Cen- tral Blvd & Main St. Smith was taken into custody for theft means of transportation and transported to the La Paz Co. Sher- iff's Office where he was turned over to CRIT Sgt. R. Brady for booking. • 9/21 A woman passed away from natu- ral causes at her apartment. • 9/22 A blue duffle bag was found con- taining misc. items just northwest of the intersection of Moon Mt. Ave. & W. Main St. in the desert. "Blank" said he has seen this same bag in the same spot daily since 9/09 with no persons around it. It was collected and submitted into safekeeping. In the bag, the officer was unable to locate any identification, but did find a prescribed rubbing cream pre- scribed to "blank". • 9/22 Javier VACANERI was stopped by the QPD on Main St. for a civil traffic vio- lation (speeding). Upon making contact with Vacaneri, a usable amount of heat extracted marijuana was, usable amount of marijuana, and paraphernalia was recovered from Vacaneri's vehicle. Sub- sequently Vacaneri was charged with Possesion of narcotic Drugs, and Pos- session of Drug Paraphernalia. Vacaneri was transported and booked in the La Paz Co. jail without incident. • 9/23 "Blank" reported her mother "blank" has been verbally abusing her since she returned to her mother from foster care on June 19. The Dept. of Child Safety was contacted and made aware of the situation. This report is for informational purposes only. • 9/24 A black Dodge Charger past by QPD's location on I-10 traveling at 105 miles per hour. This speed was locked in the Stalker Radar gund. QPD conducted a traffic stop on this vehicle and smelled an odor of burnt marijuana emitting from the vehicle. The front seat passenger, Ta- mara COSBY, was cited and released for Attempted Possession of Marijuana pur- suant to ARS 13-1001/13-3405.A and At- tempted Possession of Drug Parapherna- lia pursuant to ARS 13-1001/13-3415.A. • 9/24 "Blank" reported at his residence on Kuehn St. that he lost his wallet ap- prox. 2 days prior. He described his wal- let. The last place he remembered see- ing it was inside his residence but it may have fallen out of his pocket at one point when he was riding his bicycle. This re- port is for informational purposes only. • 9/24 Michael CARL was stopped for a civil traffic violation (mandatory rear lights.) Upon making contact with Carl, it was discovered Carl had an open al- cohol beverage within his reach inside of his vehicle. Subsequently Carl was cited and released on scene for possessing an open alcoholic beverage while driv- ing. Carl did not show any signs of im- pairment and was released on scene. • 9/25 "Blank" was stopped by the QPD on Riggles for a civil traffic violation (ob- structed license plate.) Upon investiga- tion, it was discovered that "blank" was driving without a valid driver's license. It was also discovered that the vehicle was mandatory insurance suspended (M/I Suspended.) he was civilly cited on scene and the vehicle was placed under a 30 day impound per ARS 28-3511. • 9/25 Greivin BRENES was stopped by QPD for numerous traffic violations. upon running Brenes' California driver's license status, it was discovered Brenes' Calif. driving privileges were suspended. Brenes was subsequently cited and re- leased on scene for driving with a sus- pended driver's license. • 9/25 QPD made contact with a juvenile and his parents at the station in refer- ence to bullying. • 9/26 QPD was dispatched to Main St. regarding a violation of an order of pro- tection. Upon arrival "blank" stated that "blank" had violated an order of protection by coming within 100 feet of her location. SEE QPD PAGE 17
