MARINCOUNTYCIVILGRANDJURY 2016-2017 • OCTOBER2017 2 2016-2017MARINCOUNTYCIVILGRANDJURY•MESSAGEFROMTHEFOREMAN TotheCitizensofMarinCounty: Onbehalfofmyfellowjurors,I am pleased to present the follow- ing synopses of the eight reports published by the 2016-2017 Marin County Civil Grand Jury. e 19 volunteer members of our jury dedicated their one-year term of service to investigating, researching, writing and publish- ing reports on topics that affect the citizens of Marin. During our term we launched 38 investiga- tions, reviewed 55 public com- plaints, toured 15 facilities (in- cluding Marin County Juvenile Hall, Marin County Jail and San Quentin State Prison) and moni- tored 126 agencies' responses to previous grand jury reports. As Foreman of the 2016–2017 Marin County Civil Grand Jury it was my pleasure and honor to serve with 18 other dedicated, passionate and committed Marin residents. In addition to those on this year's jury, I would like to thank Presiding Judge Kelly V. Simons for her wisdom, Assistant County Council Jack Govi for his legal advice, Aide to the Grand Jury Patti Church for her devotion, the Marin Chapter of the Califor- nia Grand Jury Association for their support, and prior members of the Marin County Civil Grand Jury for their collective knowl- edge.
