To apply online, visit https://draw.azgfd.gov/ and scroll down to "Apply for a Draw." The deadline by which the department must receive all applications – online or paper — is 11:59 p.m. (Arizona time) Tuesday, June 13. Postmarks do not count. Pa- per applications can be mailed to: Arizona Game and Fish Department, Attn.: Drawing Section, P.O. Box 74020, Phoenix, AZ 85087-1052, or dropped off at department offi ces statewide. AZGFD is encouraging applicants to consider adding "PointGuard" when applying online for a hunt permit-tag. PointGuard ensures if a success- ful applicant is unable to participate in a hunt for any reason, the accumulated bonus points that were expended to draw that hunt permit-tag will be reinstated. All applicants must sign up for a free AZGFD cus- tomer portal account to purchase PointGuard (visit www.azgfd.gov, click on the "My Account" button at the top of the home page, then select the "Cre- ate Account" option). PointGuard is $5 per species, per applicant, purchased at the time of completing the online application, or prior to the application period deadline. For more information about PointGuard, visit https://www.azgfd.com/hunting/pointguard. As a reminder, applicants must possess a valid Arizo- na hunting license to apply for a hunt permit-tag. That license must be valid on the last day of the application period (June 13). Licenses are available online and at department offi ces and license dealers statewide. Doug Ducey has signed 302 of the 353 bills passed by the state Legislature this ses- sion More will be signed in the coming days. Some of the new laws taking effect Aug. 9. SCHOOL VOUCHERS SB 1431 expands the state Empowerment Schol- arship Account program to allow all 1.1 million public-school students to apply. It caps the pro- gram's growth, allowing an estimated 30,000 students total to participate by 2022 on a fi rst- come, fi rst-served basis. The program gives pub- lic funds to students to use on private-school tu- ition, therapies and other educational services. KIDS AND PETS IN HOT CARS HB 2494 protects from a civil lawsuit anyone who enters a locked unattended vehicle to res- cue a child or pet if the person believes the child or pet is "in imminent danger of physical injury or death." The person must then call police or animal control and stay with the animal or child until they arrive. MEDICAL BILLS SB 1441 allows an individual with health insur- ance who has received a surprise out-of-network bill over $1,000 to seek help from the state De- partment of Insurance in disputing the bill and resolving that dispute. The department would assign an arbitrator to settle disputes. DISABILITY RIGHTS SB 1406 amends the Arizonans with Disabilities Act to give businesses up to 90 days to correct structural accessibility violations before a law- suit can be fi led, and exempting websites from state accessibility requirements. PRIVATE GUN SALES SB 1122 prevents state, county and city govern- ments from requiring background checks on pri- vate gun sales. TEXTING AND DRIVING SB 1080 bans minors from using a mobile device while driving for their fi rst six months on the road with both a learner's permit and a driver's license. This law takes effect July 2018. END-OF-LIFE DECISIONS SB 1439 protects from discrimination individu- als, such as doctors or nurses, and entire medical facilities that refuse to participate in any service or to provide any item that results in the death of an individual. INCOME-TAX EXEMPTION The state budget includes a $100 increase in the personal income-tax exemption over the next two years. It is estimated to work out to about $2 per person when fully implemented.
