The meeting was held to give elected officials of the county and cities an opportunity to collectively discuss the matter and provide direction to their respective staffs regarding pos- sible future regulations. There was no action taken at the meeting as further informa- tion and education on the topic was requested by the officials. Many local jurisdictions throughout California are study- ing their existing regulations to determine if any changes are re- quired or desirable as a result of these new state laws. The cities of Red Bluff, Te- hama and Corning and the Te- hama County government each have ordinances regulating the personal cultivation of mari- juana and either regulating or prohibiting commercial mar- ijuana activities. He called to congratulate her on passing the certified nursing assistant exam. Sometime later Friday, shortly before Chico police shot and killed the 25-year-old man, he jokingly asked his nephew to bake him some cookies. It was a request made mostly in jest. Chad Ingram, 18, re- sponded he didn't know how and then laughed with Phil- lips. That was just the sort of thingthepairdid;theylaughed, shared jokes and played video games. They were more like brothersthanuncleandnephew, Ingram said. That exchange was the last time Ingram and his uncle would speak. Friday started like any other day for the family, but by the time it was over, Phillips was dead, shot multiple times by of- ficers Alex Fliehr and Jeremy Gagnebin in the apartment he shared with his father, sister and nephews in the 700 block of West Fourth Avenue. Red Bluff police officers re- sponded to a disturbance at the riverside park at 9:49 a.m. They found a 47-year-old man with several dog bite wounds on both arms and one leg and a 2-year-old male pit bull with stab wounds. The dog died on scene. Officers learned the man and a 31-year-old man were in- volved in an altercation inside the park, said Red Bluff police Sgt. Kevin Busekist. During that altercation, the 31-year-old man walked away but was followed by the other man. The 31-year-old man's dog then bit the other male and the 47-year-old man, whose name is being withheld, stabbed the dog twice with a knife. The man was transported to the hospital for treatment for the dog bites. No arrests were made and the incident will be forwarded to the Tehama County District Attorney's Office, Busekist said. The 47-year-old man could face charges of assault with a deadly weapon, animal cruelty and battery. Cal Fire and Tehama County Fire responded at 12:48 p.m. to the 13000 block of Aztec Lane, off Pine Creek Road, for a re- port of a fire with explosions. Units discovered upon ar- rival that a recreational vehi- cle near outbuildings toward the front of the driveway of the residence had caught fire. The blaze extended into the outbuildings, said Cal Fire Capt. Kim Fullingim. The ex- plosions were most likely the tires and propane in the RV, she said. The cause of the fire, which caused about $12,000 damage, is under investigation, Full- ingim said. The RV itself was estimated to be worth about $6,000. Having the address dis- played properly and having the designated 100-foot clearance were a big part of keeping the fire contained to just the RV and outbuildings, Fullingim said. She said the department appreciated the homeowner's compliance with the depart- ment's rules.
