Kristina Miller, city manager, hosted the meeting and presented her ideas to revitalize the city. Adding outdoor seating at cof- fee shops and food businesses to allow for more presence down- town, better downtown signage and public parking and the pos- sibility of a downtown plaza with an amphitheater to host movie nights, farmers markets, a taco truck night or other activities are just some of Miller's for mak- ing downtown a place where res- idents would be excited to spend time. Miller discussed some of the problems that the downtown area is facing, which include the lack of vibrant sustainable business, di- lapidated or poorly-maintained CORNING Business owners discuss downtown improvements Staff report RED BLUFF A 37-year-old woman is in custody charged with murder after a disagree- ment Thursday over child vis- itation led to a shooting that left one man dead. Brandy Irene Turner, of Red Bluff, told detectives she had been in a relationship with the man and that she was respon- sible for his shooting death, according to a press release is- sued Friday morning by the Tehama County Sheriff's De- partment. Deputies responded around 10:30 a.m. Thursday to Petty- john Road near Cannon Road west of Red Bluff after a re- port of a shooting with a man down, the release said. They found the man, who had been shot and was deceased. His name was not released pend- ing notification of family. Checking a residence near the scene of the shooting de- tectives spoke with Turner, who said she had shot the man after a brief encounter, the release said. She was trans- ported to the sheriff's office and gave a statement to detec- tives. Turner said she had met the man earlier in the day to dis- cuss visitation and their child, 3, who was not present at the time of the shooting, the re- lease said. After a brief en- counter, she said she shot him, left him where he fell and returned to her family home in the area. Turner was arrested and booked into the Tehama County Jail, charged with one open count of murder. She is being held in lieu of $1 million bail. "I'm very pleased," said En- vironmental Health Direc- tor Tim Potanovic. "We first came up here to talk to the Sky Ranch about their water sys- tem, which is crumbling, and that opened up doors for this project. It's definitely one of our better-received projects." Greenwaste donated two bins initially, but thanks to an enthusiastic response from the community it brought out a third 40-yard bin for the proj- ect, said Code Enforcement Of- ficer Clint Weston. The bin was dropped off about 11 a.m. Friday and will stay on-site for community members to dispose of any type of waste they can fit in the con- tainers with pickup slated for Monday, Potanovic said. The first vehicle arrived about a minute after the truck finished unloading the first bin and within five minutes an addi- tional two vehicles, some with trailers full, arrived with all community members on hand helping each other in unload- ing. "We have people that have been stacking up items since at least (Thursday) in preparation for this so I'd definitely call it a success," Potanovic said. One man approached Po- tanovic to ask about the bin and told him he had two travel trailers he had made arrange- ments to haul off. "Those two trailers were here when I bought the prop- erty," the man said. "I'm dis- abled, but I do what I can. This clean-up makes things more presentable. It makes it look a lot better."
