Working with the North Carolina Department of Public Safety, meetings were held with the public during the week of Feb. 12-18. City of Fayetteville and Cumberland County staff members assisted with the meetings so that the public can be informed. There are three ways FEMA is offering assistance to the affected property owners: • The Acquisition & Demolition Program requires that structures be removed from acquired property and that the property must forever be open space. This program offers the most permanent type of mitigation. • The Structure Elevation/Flood Proofing Program requires that a structure be raised above base flood elevation. This is one of the most common mitigation techniques used for retrofitting flood-prone properties. • The Mitigation Reconstruction Program includes demolition, site grading and prep and new construction. All eligible construction activities must be completed for under $150,000. Applications/Letters of Interest for properties can be turned in by the expedited deadline of March 31, 2017 or the final deadline of May 1, 2017. Mayor Robertson Led Opioid Roundtable In Presentation to State Attorney General Stein Mayor Nat Robertson led an Opioid Roundtable on Tuesday, Feb. 21 in City Hall to present to State Attorney General Josh Stein (pictured speaking) the successful efforts Fayetteville has made to reduce opioid addiction. City officials, local community leaders in law enforcement and healthcare and individuals who have experienced opioid addiction were also in attendance. Fayetteville is the first city in the Southeast and fourth in the country to utilize the Law Enforcement Assisted Diversion program (LEAD), which aims to divert low-level criminals from prosecution into stable housing and educational and job-skills programs. According to Attorney General Stein: "More people are dying every day in North Carolina from opioid overdoses than from car crashes. This is a crisis. The City of Fayetteville and Cumberland County are taking action to confront this issue in smart, innovative ways, such as LEAD and its task force that brings together people with different perspectives from across the community." The Fayetteville Police Department was among the first in the state to equip officers with Naloxone, a drug that reverses opioid overdoses. The Police Department has saved 55 lives since they began using Naloxone in the spring of 2015. The Fayetteville Opioid Abuse & Awareness Task Force, led by Mayor Robertson and Col. (Ret) Goolsby, focuses on reducing the number of opioid overdoses; educating providers who prescribe opioids and options; bringing awareness to the general public on opioid addiction and treatment; and promoting treatment and recovery resources. The task force established a new substance abuse hotline, operational for Cumberland County CommuniCare's Recovery Resource Center and funded by Cumberland County, by calling 910-424-HOPE (4673). The task force utilized findings from the Governor's Task Force on mental health and substance use.
