"These awards are very well- earned and are commendations given for the 2016 calendar year," said Chief Kyle Sanders. "It was a challenging year and also a year of transition with growth and growing pains through which the team forged forward united. You all have risen to the challenges." The awards were started by Chief Dick Bull in 1990 and are selected by a committee who re- views the activities, accomplish- ments, and actions of members of the Department that might be deserving of special recognition, AWARDS RedBluff Police honor officer, civilian and volunteer By Heather Hoelscher hhoelscher@redbluffdailynews.com @DN_Heather on Twitter RED BLUFF The City Council au- thorized Mayor Gary Jones to sign the California Department of Transportation Utility Agreement for the adjustment of the existing sewer and water utility boxes and manholes in conflict with a pro- posed asphalt reconstruction and installation of new sidewalks on State Route 36E. As part of the proposed proj- ect Caltrans was granted tem- porary right of way for county- owned land along Antelope Bou- levard and SR36 on Dec. 20 at the Tehama County Board of Su- pervisors meeting. This allowed Caltrans to move forward with the rehabilitation project on An- telope Boulevard, which will go from Sale Lane east to the junc- tion with SR 36E and north to Stice Road. California budgeted $20 mil- lion to be distributed amongst California's municipal law en- forcement agencies to increase positive outcomes with high- risk populations, according to the agenda report from Kyle Sanders, police chief. The one-time grant funding was given to Tehama County municipal law enforcement agencies with $19,076 going to Red Bluff and $12,717 going to Corning, per an agreement be- tween Sanders and Corning Po- lice Chief Jeremiah Fears of a 60-40 percentage split. The funding will be utilized by the Red Bluff Police Depart- ment for crisis intervention training for the department's staff and to fund Gang Resis- tance Education And Training for two staff members, Sanders said. Each police agency must de- termine how to utilize the given funds within the strict guide- lines provided by the California Board of State and Community Corrections, Sanders said. The department received the check from the state on Jan. 27. It was then split and the remain- ing funds were allocated to the police department fund Tuesday. CITY FINANCE Cityapprovespolicetraininggrant Special to the Daily News CORNING Brian John Car- penter of Corning has been named the 2017 National Avia- tion Technician of the Year, ac- cording to a press release from the Federal Aviation Adminis- tration Western-Pacific Region. Carpenter has become the go-to guy when it comes to the construction and maintenance of — and education about — Light Sport Aircraft, the re- lease said. Anytime he's not teaching a Light Sport Repair- man Workshop, you'll proba- bly find him in his hangar at the Corning Municipal Airport working on his Electric Motor Glider or creating an aviation educational YouTube video. Carpenter has had a pas- sion for aviation since he was a child, building and flying RC aircraft. In junior high, he progressed to building a self- launching glider out of home- made materials and started jumping off a small hill try- ing to fly. In 1979 Carpenter earned his pilot's certificate while in the Navy. After graduating from Helena Vocational Train- ing Institute in Montana with his A&P mechanic certifica- tion, he worked as a lead me- chanic for Aero Union, a large aircraft operation and mainte- nance company, now defunct, based in Chico. By 1985, he was the Chief Inspector, and was promoted to the Director of Maintenance by 1990. In 1991 Carpenter opened his own aviation company, Rainbow Aviation Services, a full service FBO in Corning, providing a variety of aviation services including inspections, maintenance, flight instruc- tion, test flights and aircraft certification. The principal fo- cus of Rainbow Aviation Ser- vices is Light Sport Aircraft. Rainbow's Light Sport Repair- man Courses have been taught throughout the United States and Australia. The company is a source of Light Sport expertise for avia- tion enthusiasts, flight instruc- tors, mechanics and even FAA inspectors. Carpenter has mentored more than 3,000 repairmen since the light sport rule was implemented in 2004, and is the only active provider of FAA-approved training for the Light Sport Repairman rating. Carpenter has built 36 air- craft so far, and has become an innovative aircraft de- signer. His current project — the EMG-6, an electric motor glider — is a perfect example. He is developing a low cost, electric aircraft to meet the needs of the average person, making the aircraft afford- able, and creating complete video instruction for the build. Another example of Car- penter's innovative approach is that he has designed more than 100 3D-printed parts for use on the EMG-6, and has written at length about opti- mal methods of 3D printing aircraft components. Over the years Carpenter has given back to the aviation in community in myriad ways. He serves as an EAA Techni- cal Counselor, presents work- shops, forums and seminars for various aviation events, au- thors aviation educational ar- ticles and videos, including a monthly column in EAA Sport Aviation magazine, and serves as a volunteer technical expert for EAA's Homebuilder's Tips video series, just to name a few. Together with his wife Carol, Carpenter co-authored two books, one about ultralights and another for sport pilots. Carpenter holds Commer- cial Pilot, CFI, Remote Pilot, or drone, and A&P mechanic certificates, and a current In- spection Authorization. He is an FAA Designated Airworthi- ness Representative and Des- ignated Sport Pilot Examiner, holds a Light Sport Repairman Maintenance rating, and is a Rotax Authorized Factory In- structor. In 2006, Carpenter received the John Moody Award, the most prestigious award in Light Sport Aviation.
