The grant will be administered by Rutherford Housing Partner- ship (RHP), a local nonprofi t that provides urgently needed repairs for qualifi ed low-income home- owners. Rutherford County has partnered with RHP since 2006 to administer NCHFA Urgent Repair Program (URP) program funds in the county. Homes selected for the program can receive up to $25,000 in needed rehabilitation, according to Nell Perry Bovender, RHP executive director. The Essential Single-Family Rehabilitation (ESFR) program is new. "The goal of ESFR is to reha- bilitate moderately deteriorated homes – to keep houses from falling into unsafe disrepair," Bov- ender said. "Plus these funds are available to households up to 80% of the county median income. Typi- cally, we work with those making less than 50% of median, so this opens more homes up for consid- eration." There is no cost to qualifi ed homeowners as long as they own the house, Bovender said. Funds for the ESFR program come from the US Department of Housing and Urban Develop- ment's Federal HOME Investment Partnership Program. Assistance for construction costs will be pro- vided as no-interest, no-payment loans which are forgiven at the rate of $3,000 per year. Non-con- struction costs will be provided in the form of a grant. Applications will be accepted throughout 2017, as funding al- lows, but to be eligible for the initial screening, applications should be returned to RHP by Feb. 1. Home- owners who wish to apply for as- sistance may request an applica- tion by calling Rutherford Housing Partnership (RHP), 828-248-3431; or in person at the RHP offi ce, 718 W. Main St., Forest City; next door at the Habitat ReStore, 686 W. Main St., Forest City; or Isother- mal Planning & Development, 111 W. Court St., Rutherfordton. To be eligible for assistance through the Essential Single- Family Rehabilitation program in Rutherford County, the applicant and his/her household members: · must own and occupy the home in need of repair and show evi- dence of ownership; · must reside within Rutherford County; · must earn a household income 80% or below the Area Median Income for Rutherford County, as determined by household size; · must have a special need – that is, someone in the household must be elderly, handicapped, disabled, or a veteran, or a child under age 6 in the household must have el- evated blood lead levels; · and must have no other available resources to repair his/her home. Qualifying the houses for the pro- gram isn't easy, Bovender said. "The goal of ESFR is to make a moderately deteriorated house de- cent, safe, sanitary and affordable for at least the next fi ve years with- in the $25,000 program limit. Just because the household qualifi es doesn't mean the house can meet the required rehab standards." Eligible houses must fi t these qual- ifi cations: · The property must require at least $5,000 of improvements. · Every ESFR-assisted housing unit must remain "affordable" after its rehabilitation is complete. In other words, houses won't be re- habilitated beyond 95% of the area median purchase price of compa- rable neighboring single-family houses. · Program funds may assist on- site stick-built homes, off-frame modular homes and manufactured homes. However, manufactured homes will be considered only if they are on real estate owned by the applicant and are permanently affi xed and have permanent utility hook-ups. "Permanently affi xed" means the transporting equipment (wheels, axles, tongue, etc.) has been removed and the home has been placed on masonry supports with a full masonry foundation and tie-downs in place. · New construction to replace a de- teriorated home is not eligible. · The property must be free of environmental hazards and other nuisances as defi ned by all appli- cable codes or regulations, or any such hazards or nuisances must be corrected as part of the reha- bilitation of the unit. · The property cannot have been repaired or rehabilitated with pub- lic funding of $25,000 or more within the past 10 years without NCHFA approval. "We're excited about what these repairs can mean for these homeowners," Bovender said.
