ByChristopherSherman and Peter Orsi TheAssociatedPress TULTEPEC, MEXICO A powerful chain-reaction explosion ripped through Mexico's best-known fireworks market on the northern outskirts of the capital Tuesday, killing at least 29 people, injuring scores more and sending a huge plume of charcoal-gray smoke bil- lowing into the sky. The blast leveled the open-air San Pablito Market in Tultepec in the middle of the afternoon as it bustled with shoppers stock- ing up on fireworks to celebrate Christmas and New Year's, re- ducing vendors' stands to piles of rubble, ash, and charred metal. It was the third devastating explo- sion and fire to ravage the mar- ket since 2005. The flooring in the main por- tion of the room is in poor condi- tion, creating a tripping hazard, and that area of the floor has as- bestos underneath it. As long as the current flooring is in place it is not a hazard, but once it is opened up the asbestos becomes an issue, said Tehama County Ad- ministrative Services Director Ju- lie Sisneros. "We have to do the asbestos abatement first before we replace the floor," Sisneros said. In November there were 24,970 people in the labor work force in the county. Of those, 23,380 are employed and 1,590 are unem- ployed. That's 910 fewer people in the workforce, 890 fewer peo- ple employed and 30 fewer peo- ple unemployed. The data are not seasonally adjusted. Tehama County is ranked 34th out of the 58 counties in the state, down one spot in a month, and tied with Shasta, Trinity and Mariposa counties for 34th in November. The Northern Rural Training and Employment Consortium re- gion or the North State, which in- cludes Butte, Del Norte, Lassen, Nevada, Modoc, Plumas, Shasta, Sierra, Siskiyou, Tehama and Trinity counties, remains 35th out of 45 regions in the state with 308,400 people in the labor work force, 289,500 employed and 18,900 unemployed in No- vember. The unemployment rate for these counties totals 6.1 per- cent, 0.1 percent higher than Oc- tober's rate. The data showed a 23.3 per- cent decrease in total farm jobs and 17.4 percent decrease in fed- eral government jobs in the state in November. In California there were 19,358,000 people in the labor work force, 18,381,600 people were employed and 976,400 were unemployed. That's 54,700 fewer people unemployed in November. The total unemployment rate for the state was 5 percent, down 0.3 percent in a month. In the United States the unem- ployment rate decreased by 0.3 percent to 4.4 percent in a month. The counties with the lowest unemployment rate in Novem- ber were San Mateo at 2.8 per- cent, Marin at 3 percent and San Francisco County at 3.1 percent. During the public comment section of the meeting, a third and fourth grade class of students from Jackson Heights got up to sing "Frosty the Snowman" for the au- dience followed by "We Wish You A Merry Christmas." The students said wanted to wish the supervisors a merry Christmas and say thank you to the board for the unwavering support of the students and education over- all, said fourth grade teacher Isaac Scharaga. Following the serenade by the students Santa himself, known to many in the community as Terry Owen of the Lassen Riders Motorcycle Group, walked down the aisle to present the students and the supervisors with candy canes and give his best wishes for the holiday. "I wish everybody a very merry Christmas," Owen said. "My wish for Christmas is peace on earth and good will. I think of the veterans both past and present and those who didn't come back and how we might not have the chance to congregate today or to hold the supervisors meeting without their sacrifice. God be with you all and a merry Christmas." Santa will be making at least one more stop in Red Bluff, from 10 a.m. to 3 p.m. Friday, when children may visit him at American Embroidery on Main Street.
