A three-judge panel of the 9th U.S. Circuit Court of Appeals overturned a lower-court deci- sion that found the law was un- constitutional when applied to existing gun owners and people with concealed-weapons permits who pass the checks before the 10-day waiting period. Keller, who died in September due to cancer related complica- tions, was a beloved member of the school, said Anne Coelho, ad- ministrative secretary. The memorial tournament, for- merly called the Jingle Bell Tour- nament, was created by Keller four years ago, about a year after she became the athletic director for the school. The tournament is now named after her to honor her and her family, said Brian Me- deiros, the new athletic director and football and baseball coach. A Candi Keller Memorial Schol- arship has been set up to help stu- dents who want to attend Mercy but are not able to afford it. While rain may have kept some donors away and what was col- lected was down from the 2015 drive which brought in 28,000 pounds of food, it was still a great turnout, said Randy Aspillaga, pantry manager and case worker for the Red Bluff Salvation Army. The initial count of what was brought in Tuesday was 12,592 pounds of food. "We're off to a good start and the weather could have been worse," Aspillaga said. "We en- joyed having the fiddlers out here to perform for us." The Old Time Jam Band, a group of former Antelope Elemen- tary and Berrendos Middle school students who now play with Tex Ash, Rich Reynolds and Pat Scott of Loosely Strung, spent the eve- ning performing carols, from more traditional numbers like "Go Tell It On The Mountain" to tunes like "Frosty the Snowman." Participants included Lindsey Pho, Annie Freemyers, Madison Moore, Alexis Drum and Thomas Moore. Cal Fire made a large dona- tion and Red Bluff Fire Depart- ment helped with bell ringing and made sure Santa was avail- able to visit with children who stopped by. JULIE ZEEB — DAILY NEWS By Julie Zeeb jzeeb@redbluffdailynews.com @DN_Zeeb on Twitter RED BLUFF The National Weather Service declared a wind advisory and flood watch for Tehama County and surrounding areas in North- ern California, that started Wednesday with expiration of the last advisory to take place about noon Thursday. Some areas in the moun- tains and foothills could see between 4 and 10 inches of rain. Wednesday saw light rain and fog to start off the day. While only 0.6 inches of rain had fallen in the previous 72 hours as of Tuesday, there was between 0.75 and 1 inch of rain expected Wednesday night. The highest amount of rain, between 1 and 2 inches, is expected early Thurs- day with another 0.25 to 0.5 inches expected after 10 p.m. Winds were expected to be as high as 37 mph Wednesday evening with gusts as high as 50 mph expected, but should settle down Thursday to 23- 28 mph with some gusts up to 39 mph according to the Na- tional Weather Service. Sun should return Friday and Saturday with tempera- tures in the low 50s. The National Weather Ser- vice warnings issued early Wednesday warned that wind could make driving dif- ficult, especially for small cars and high profile vehi- cles, and cause power out- ages due to downed trees or power lines. Wind advisories are not issued unless winds are expected to be 40 mph or higher. Anyone living in an area prone to flooding is advised to be alert for flood warnings and prepared to take action should flooding develop. No new closures, aside from the seasonal ones on Thomes Creek at Hall Road in Corn- ing and Paskenta at Red Bank Road, have taken place as of yet, said Tehama County Pub- lic Works Director Gary An- tone.
