The event is supported by the Tehama County Arts Council and organized by a group of local art- ists who have made their studios available to the public to view their work, said Vicki Allwardt, of Studio of Decorative Art and a participant in this year's tour. The purpose is to offer the pub- lictheopportunitytovisitworking studios of local artists, to see their working processes, equipmentand tools,askquestionsandlearnofthe manytalentedpeopleinthecounty. OPEN STUDIO Artists welcome art lovers with free tours By Ellen Knickmeyer and Scott Smith The Associated Press FRESNO A new conservation master plan for California's dry future for the first time would set custom water budgets for cit- ies based on their climates and other local conditions, but some faulted the proposal Thursday for not ordering more water-savings by farms. Gov. Jerry Brown ordered up the state plans for improving long-term water conservation in May, when he lifted a statewide order for 25-percent water conser- vation by cities and towns. Brown ordered the 25-percent cuts near the height of California's ongoing five-year drought. State agencies responded this week with the plan for a long- term water diet for California. It includes creating customized wa- ter-use limits for urban water dis- tricts, so that arid Palm Springs, CALIFORNIA Water plan seeks more saving by cities By Julie Zeeb jzeeb@redbluffdailynews.com @DN_Zeeb on Twitter CORNING Heartshine will be holding two pageants in Corning with one for the Winter Queen ti- tle held Sunday at Woodson El- ementary School and another one for Miss Courageous held on Monday at the Corning Veterans Memorial Hall. The Winter Queen competition will have a Candy Land theme and will serve as a fundraiser for host- ing the Miss Courageous pageant. It is open to ages 2 and older with those2-6runningfor LittleWinter Queen and those 7-12 competing for Junior Queen. Winter Queen is open to those ages 13 up to 25. There is a $40 entry donation and there will be 10 titles awarded with a queen, princess and royal named in each of the three age groups. Competition will include a per- sonal introduction, on-stage pre- sentation and an impromptu ques- tion. Every contestant will get a ti- ara. The Miss Courageous pageant, which is in its third year, is for young men and women with in- tellectual, health-related, devel- opmental disabilities or other life challenges. It celebrates life-skills, braveryandcharisma,saidHearth- shine co-founder Danna Barnes. Everycontestantwhocompletes the stage segment will receive an official Heartshine honorary title, crown, sash and crowning mo- ment award. Entry fee is $35 for the competition, which starts at 5 p.m. Monday at the Corning Vet- erans Hall, 1620 Solano St. "Miss Courageous pageant is not a competitive pageant, but rather it is a day specifically de- signed so that each of our contes- tants engages in a once-in-a-life- time experience and enjoys a day where they celebrate while chal- lenging themselves, and feel like royalty," Barnes said. HEARTSHINE MissCourageouspageantset By Julie Zeeb jzeeb@redbluffdailynews.com @DN_Zeeb on Twitter CORNING Christmas is com- ing to Corning Saturday where Hometown Christmas will be held with activities throughout the day ending with the parade making its way down Solano Street. "It's a fun-filled day of activ- ities," said Corning Chamber of Commerce Executive Director JC Pendergraft. "We already have 35 entries and are still re- ceiving more. We will be hold- ing the parade rain or shine." Cost to enter the parade is $20 and while the deadline has passed entries will be accepted until Friday. A pancake breakfast will be held 7-11 a.m. at Java Lanes to start the festivities followed by a craft and gift fair that will take place at the Corning Vet- erans Memorial Hall, 1620 So- lano St., from 9 a.m to 4 p.m. Those who want to get a photo with Santa Claus can stop in from 11 a.m. to 2 p.m. at Picture Day Photography, 1600 Solano St. The Corning Volunteer Fire Department is hosting its an- nual Hometown Christmas Spaghetti Dinner starting at 4 p.m. at the station, 814 Fifth St., for those looking to eat be- fore the parade. The lighted Christmas Pa- rade, for which the theme is Wish Upon A Star, starts at 5:30 p.m. and will be fol- lowed by the lighting of the city Christmas tree in front of City Hall. The fun in Corning contin- ues with the Lighted House Competition, which is a free event. Entries will be taken up until Dec. 16 with judging tak- ing place Dec. 19. Another free contest is be- ing held for the businesses, which will compete for the best Christmas window. The Christ- mas Business Window Compe- tition will be judged Dec. 16.
