The man, identified as Juan Carlos Garcia, 34, appeared to have been exposed to the ele- ments for at least a month as the body was in an advanced state of decomposition. Tehama County Sheriff's dep- uties were dispatched to Rawson Road, where they found the re- mains of Garcia, who was orig- inally unidentifiable due to the condition of the body, according to a press release issued Wednes- day by the sheriff's department. Garcia was found wearing an ankle monitor, which was traced, and determined to have been is- sued by the Shasta County Sher- iff's Office, according to the re- lease. Once the remains were transported to the Tehama County Sheriff's Morgue, a par- tial tattoo was discovered on the remains that confirmed the iden- tity of the deceased as Garcia. An examination of the body by sheriff's staff did not reveal any obvious cause of death. Due to the extent of the decomposition of his remains, Garcia's body was sent to the Anthropology Depart- ment at California State Univer- sity, Chico for examination and to assist in determining a cause of death, according to the release. The Tehama County Sheriff's Office is treating the death as a coroner's case pending results from the university. DEATH BodyfoundsouthofRedBluff By Heather Hoelscher hhoelscher@redbluffdailynews.com @DN_Heather on Twitter CORNING The City Council au- thorized Public Works Director Dawn Grine and the founder of the Corning Neighborhood Crime Watch program Tues- day to post crime watch signs at various locations throughout the city. Organizer of the crime watch program Colette Glatt- felder first introduced the non- profit program to Corning res- idents at a public meeting held at the Maywood Middle School in February. Monthly meetings have been held since then with a group of community volunteers joining in an effort to encourage oth- ers to join the crime-watch pro- gram and help crime rates de- crease. The group meets at Bet- ter Choice Real Estate, 1403 Solano St., at 6:30 p.m. on the first Thursday of each month. The signs are expected to be posted throughout the city, un- der the city's sign ordinance, in November. Neighborhood watch program volunteers have obtained 10 signs through a do- nation from a local family, and will be purchasing the rest of the signs, installing and main- taining them. "Our neighborhood watch has been truly blessed with the sup- port from our local law enforce- ment and city officials along with the whole town in general," Glattfelder said. "We are here to make a change." Volunteers have set up a do- nation account at Rabobank as a fundraiser in an effort to pur- chase more signs for the pro- gram. Those interested in do- nating can visit the bank, at 950 99W, and deposit funds into the neighborhood watch account. The account has $250-300 in funds, with the signs costing around $100 each.
