May 18, 2016 www.DesertMessenger.com 15 The Arizona Registrar of Contractors (ROC) is a state agency divided into five basic departments; Licensing, Legal, Compliance, Administration, and Information Technology. The Agency was established to license and regulate Arizona's construction contractors. Each year, thousands of property owners in Arizona are solicited by unli- censed contractors who promise deals, which sound too good to be true. Most of the time, they are, and all too often, the complainant is defraud- ed out of hundreds or even thousands of dollars. Some of the question- able tactics a consumer should be on guard against are: DON'T accept a contractor's advertising or word as proof of being legiti- mate or of possessing a current, valid contractor's license. Call the ROC. DON'T make major or full advance payments to the contractor for pur- chase of materials for your job site. Con men will often do superficial defective work, or even no work at all and never return. You then might encounter major bills to correct the damage or problems left behind. DON'T accept the first price or bid that comes along, especially on major construction or remodeling projects. Be skeptical of bids or prices that are much lower than others obtained. Be sure all bidders possess current contractor's licenses for the type of work to be performed. DON'T forget that you are the customer. That means that you may also be a target for a fraudulent scheme or theft. Call the ROC! Remember there is seldom a case where a property owner needs to sign a contract immediately. A contractor who tells you that the work must be done right away, for your family's or your own safety, is probably trying to force an immediate sale, or is perpetrating a fraud. If you are told, or believe you have an emergency, such as a gas leak, or a serious electrical problem, call your local fire department or public utility company. Stagecoach closed for summer Art guild On Sunday May 15th, 2016 at approximately 3:59 A.M, the Quartzsite Police Department (QPD) was dispatched to the Super 8 hotel located at 2050 W. Dome Rock Road to investigate a possible disturbance. Upon arrival, QPD officers contacted the hotel clerk who explained there was a distur- bance between a male and female in a room at the hotel. QPD officers located the room and contacted a male and female having an argu- ment inside a room. Once the room door was opened by the female, a male later identified as Robert Ingram Matthew Lutton (age 32) was found to be in possession of a firearm. After speaking with both individuals, a handgun was found in Lutton's possession and had been discharged in a room at the hotel striking the floor during a domestic argument. Evidence was collected and secured at the QPD. Nobody was injured by the dis- charged round and the firearm was seized as evidence. The weapon be- longed to suspect Lutton who is a prohibited person from possessing a firearm. The serial numbers had been removed from the weapon as well. After completing the investigation of the incident, suspect Lutton was arrested and booked into the La Paz County Jail for the following charges: 1. Aggravated Domestic Violence- Felony 2. Possession of Weapon/Firearm by a prohibited possessor-Felony 3. Aggravated Assault with a Deadly Weapon-Felony Police investigate shooting at Super 8 4. Possession of a Defaced Weap- on-Felony 5. Disorderly Conduct with a Deadly Weapon-Felony The female victim was not injured and released after the completion of the investigation. The victim and suspect were traveling from Phoenix, Arizona and stopped in Quartzsite to stay the night. Do- mestic Violence is a very dangerous and serious crime for all parties involved. If you are a victim of Domestic Violence, please take this crime seriously by calling law en- forcement and seek counseling to stop the pattern of domestic abuse. Quartzsite Police Chief Ernie Renfro told Desert Messenger QPD was dealing with a second shooting Sunday night with "one male dead, a possible suicide with weapon, but treating as a shooting investigation until it has been determined."
